LANSING – The Michigan Department of Education (MDE) is seeking information on tools local districts may use to assess students up to Grade Three, as required annually by the state’s Read by Grade Three law.
In seeking a list of 2019-20 recommended assessments from local and intermediate school districts, vendors, researchers, and research centers, MDE asks interested parties to review these rubrics:
“Michigan’s Read by Grade Three law is designed to help all students become proficient readers by the end of Grade Three,” Interim State Superintendent Sheila Alles said. “A strong assessment system is one of the tools that helps teachers know what supports a student may need.
“Literacy is vitally important to our children’s learning and development, so it’s also an important part of Michigan’s plan to become a Top 10 education state in 10 years.”
Local districts may only submit district-created assessments for consideration. Districts wanting to see a particular vendor-created assessment on the list should encourage the vendor to complete the submission process.
To recommend an assessment:

- Then send all supporting documents, as outlined in the application, to MDE-EarlyLiteracy@michigan.gov
Any assessments or supporting material not filed by 5 p.m. March 22, 2019, will not be considered for approval. Those wishing to submit more than one assessment must complete a separate submission for each recommendation.

Those currently on the list need not submit any additional information as these assessments automatically will appear on the 2019-20 list. Only submit documentation if there have been updates, additions, or corrections made since the original submission, or if vendors want to add a new assessment to the list.
MDE staff will review all listed assessments for both Initial and Extensive levels of the assessment system. Reviewers may request additional information from the applicant during the process.
