On December 10, 2015, President Obama signed the Every Student Succeeds Act (ESSA), reauthorizing the federal Elementary and Secondary Education Act (ESEA) and replacing the No Child Left Behind Act (NCLB), the 2001 reauthorization of ESEA.

The Michigan Department of Education submitted the state’s final ESSA Plan to the U.S. Department of Education (USED) on April 17, 2017. The plan, signed by both State Superintendent Brian Whiston and Governor Rick Snyder, represents a more whole-child, well-rounded education for Michigan children.

 

Notes:

  • Following initial submission of its ESSA Plan, Michigan was notified by USED that its original submission did not include full information required in order to be considered for review. The requested additional information related to Section A.4.vi.a-f and Section A.4.viii.a-b was provided to USED on May 3, 2017, and MDE received confirmation from USED that with this new information its plan would be included in the spring review period.
  • Following initial submission of its ESSA Plan, Michigan was notified by USED that its original submission did not include full information required in order to be considered for review.   • Additionally, MDE discovered that a portion of the state’s response to Section A.5 (Disproportionate Rates of Access to Educators) was omitted from the originally posted plan. That error has been corrected to include the complete response and the preliminary responses to Section A.4.vi.a-f and Section A.4.viii.a-b submitted on May 3 have been incorporated into an updated plan document. The plan as originally submitted is also linked above.

(It is important to note that the preliminary responses to Section A.4.vi.a-f and Section A.4.viii.a-b were submitted to make the plan complete and will be revised pending additional stakeholder discussion and state-level actions related to Michigan’s accountability system. We continue to advocate for the federal law’s intention of giving the control of education systems to the states, with decisions made at the state and local levels.)

  • On June 9, 2017, the State Board of Education approved an adapted set of metrics for Michigan’s new transparency dashboard. They also identified additional work needed a development timeline.  The Michigan Department of Education (MDE) will work from this new State Board of Education Policy on Michigan’s Transparency Dashboard to begin the development cycles.
     
  • On August 4, 2017, MDE received preliminary feedback from USED, requesting additional details on specific sections of the submitted plan.  A revised plan, providing supplemental information in response to preliminary feedback on all referenced sections of the plan except those related to Title I, Part A, was submitted to USED on August 11, 2017.  This revision to the Title I, Part A section of Michigan’s plan. was submitted to USED on August 17, 2017
  • On September 6, 2017, MDE submitted additional USED-requested changes or clarifications related to Michigan’s long-term goals and interim targets for all students and subgroups; academic and other dashboard indicators; entrance and exit criteria for support schools; and additional Title I Part A measures including disproportionate rates of access to educators, school transitions, and alternate accountability system. This revision also articulates the specific requirements described in the law under Title IV Part A. 
  • On October 24, 2017, Michigan received additional interim feedback from USED, requesting clarification on several sections of the submitted plan.  A revised plan, providing this information was submitted to USED on November 1, 2017.
  • On November 15, 2017, Michigan submitted a final plan, incorporating all previous changes to USED for final review and approval
