The Michigan Department of Education Office of Educator Excellence is proposing changes to the Michigan Administrative Rules: Teacher Certification Code, Teacher and Administrator Evaluation Tools, and School Social Worker Certification Code. 

Notice of Public Hearing

The Michigan Department of Education (MDE) Office of Educator Excellence (OEE) will conduct public hearings to receive oral and written comments on proposed rule changes.  The proposed rule changes address the following concepts or processes:
  • appropriate placement of educators
  • alignment new certification structure and grade bands
  • integration of Career and Technical Education endorsements
  • addition of military, veteran, and dependent benefits
  • updates to permit requirements
  • provide procedures for the denial, rescission, reinstatement, and removal of suspension of teaching certificates
  • provide a clear pathway into the School Social Worker (SSW) profession
  • provide temporary staffing options, eliminating the need for a SSW waiver and replacing the system of SSW approvals with a certificate and permit
  • eliminates the MDE timeline for notice and response to a request to add an evaluation tool to the MDE approved list required by law
  • add clarity and flexibility throughout
  • update definitions

Comments on these proposed rules may be made by using the Online Public Written Comment Tool, at the public hearing, or by mail at the following address until April 19, 2024, at 05:00 p.m.

The public hearing will be conducted in compliance with the 1990 Americans with Disabilities Act. All public hearings will include an American Sign Language interpreter. The virtual option will include both an interpreter and closed captioning. The Library of Michigan is accessible with handicap parking available.
