Public Comment Information on 2024-2028 Michigan State Plan for Perkins V

On July 31, 2018, President Trump signed the Strengthening Career and Technical Education for the 21st Century Act into law. This bill reauthorized the Carl D. Perkins Career and Technical Education Act of 2006 and is referred to as Perkins V. This law is dedicated to increasing learner access to high-quality CTE programs of study. With a focus on systems alignment and program improvement, Perkins is critical to ensuring that programs are prepared to meet the ever-changing needs of learners and employers. 

States requesting assistance under the law are required to develop a state plan, in consultation with stakeholders and the governor, and make the state plan publicly available for public comment for a period of not less than 30 days, by electronic means and in an easily accessible format. 

State-determined performance measures and state-determined levels of performance must be developed in consultation with stakeholders who are given the opportunity to provide written comments regarding how the levels of performance: 

  1. Meet the requirements of the law, 
  2. Support the improvement of performance of all CTE concentrators, including subgroups of students, and special populations; and 
  3. Support the needs of the local education and business community. 

Therefore, Michigan is seeking public comment on proposed SDLPs for 2024-2028. Following is the state board presentation and public comments timeline.
