Client Eligibility Criteria

1. Definition of Eligibility

    Service participants shall be:

a. A victim/survivor of domestic violence and

b. TANF eligible based on income eligibility and being pregnant or having a dependent child(ren) living with them. Dependent children are TANF eligible if their parent is TANF eligible.

2. Determination of Eligibility

    An adult service participant shall be determined eligible based on the following criteria:

a. declaration of circumstance that they are a victim/survivor of domestic violence,

b. meet TANF income eligibility criteria and

c. are either pregnant or have a dependent child(ren) living with them.

Service Specifications

All supportive services provided in this contract shall be:

1. Provided to the participant free of charge;
2. Voluntary;
3. Service participant centered, non-judgmental, culturally sensitive;
4. Strive to empower those served;
5. Compatible with the Michigan Domestic and Sexual Violence Prevention and Treatment Board’s (MDSVPTB) mission statement and philosophy.

Client Confidentiality

The contractor shall maintain client confidentiality at all times by restricting the use of disclosure of information concerning service and/or service participants, informing clients of any request for information, and before releasing any information requiring a signed, voluntary, time-limited, written client consent that includes a statement informing individuals that opting not to sign the release does not prohibit or restrict their access to services. Disclosure must conform to all state and federal confidentiality provisions including the Violence Against Women Reauthorization Act of 2013 (VAWA 2013).

Special Conditions

1. Ensure that MDHHS/MDSVPTB-funded Transitional Supporting Housing (TSH) supportive services are limited to TSH-eligible persons (i.e. meeting TANF income eligibility requirements and have dependent children) residing in, or who have resided in MDHHS-MDSVPTB-TSH funded unit.

2. Ensure that TSH service participant payments are used to pay for rent/utilities and/or escrow accounts only.

3. MDHHS/MDSVPTB-funded transitional supportive housing must be offered to service participants for twenty-four (24) months.

4. MDHHS/MDSVPTB funded transitional supportive housing must be off-site, non-communal living facilities, and cannot be provided in the same facility as the organization’s emergency shelter program.

5. No less than 70% of the MDHHS/MDSVPTB-TSH funds will be used to support direct service participant-related costs including housing costs (rent, utilities, furniture, household supplies, food, specific assistance, etc.).  The 70% does not include costs related to staffing.

6. Administrative expenses may not exceed 10% of the MDHHS/MDSVPTB-TSH award.  All administrative costs must be met within the 30% non-direct service participant/housing allocation.

Services to be Delivered

Service #1 of 3:  Housing

1. Activities the Contractor shall perform:

 The Contractor shall:

a. Provide safe, decent single family occupancy units coupled with supportive services to assist TANF eligible, domestic violence victims/survivors and their dependent children 24 hours per day, 7 days per week, 365 days per year.

b. Ensure that the organization adheres to all applicable zoning, building, fire, health and safety codes at any facility where direct services are provided.

c. Ensure that all facilities where direct services are provided to service participants have passed health, safety and fire inspections annually and prior to services being delivered there.  Ensure that any deficiencies noted in the inspections are resolved in a timely manner. In addition, all Department of Human Services Michigan Domestic Sexual Violence Prevention and Treatment Board (MDHHS/MDSVPTB) funded transitional supportive housing units must meet  U.S. Department of Housing and Urban Development (HUD’s) Housing Quality Standards

Service #2 of 3:  Supportive Counseling

1. Service Definitions:

Individual Supportive Counseling: Providing voluntary and confidential one on one counseling to a service participant through a professional relationship that focuses on emotional and practical support to address the effects of domestic violence.

Group Supportive Counseling:  Providing voluntary and confidential, regular facilitated group meetings of service participants with a supportive and/or educational focus.

Group is defined as two or more unrelated service participants.

2. Activities the Contractor shall perform:

           The Contractor shall:

a. Provide individual supportive counseling to domestic violence victims/survivors based on the empowerment philosophy and trauma informed approach.  Provide active listening and emotional support, information about the ongoing effects and reactions to victimization, and problem solving to address practical and emotional issues.

b. Coordinate and provide voluntary group supportive counseling to domestic violence victims/survivors based on the empowerment philosophy and trauma informed approach. 

c. Provide life skills information and education counseling that focuses on specific topic areas of interest to service participants such as home maintenance, steps to buying a home, budgeting/financial planning, parenting, child development, nutrition, etc.

d. Ensure that supportive counseling services accommodate the schedules of victims/survivors.

e. Provide childcare during all on-site individual and group counseling sessions.

Service #3 of 3:  Advocacy and Supportive Services

1. Activities the Contractor shall perform:

b. Provide, assist and/or advocate on behalf of service participants and their dependent children to link service participants with community systems personnel to secure the following services:

9) Children’s Services:  Provide child/ren service participants with activities and programming other than counseling including, but not limited to, recreational activities, assisting parents in making educational plans for their children, arts and crafts, tutoring, specific orientation to the transitional housing environment, opportunities to participate in community activities such as 4-H, theater groups, volunteer organizations, etc.

10) Criminal Justice Advocacy:  Provide support, assistance and/or advocate for service participants at any stage of the criminal justice process, including post-sentencing services.  Work to ensure that service participants have access to justice and legal entitlements, such as protection orders, and work to effect changes in any institutional practice or policy harmful to abuse victims.

11) Employment Services:  Provide support, assistance and/or advocate for service participants in gaining the necessary skills, knowledge, resources to secure employment suitable for maintaining independent living.  Services shall include, but not be limited to:

a) Career development;

b) English as a second language, literacy and/or GED courses;

c) Developing resumes and completing applications;

d) Interview preparation;

e)  Obtaining clothing appropriate for the work environment for which they are applying.

12) Financial Assistance:  Provide support, assistance and/or advocate for service participants in accessing and utilizing community support services which may provide direct or indirect financial assistance.

13) Health Care:  Provide support, assistance and/or advocate for service participants in obtaining emergency and routine health care at hospitals, physicians, dentists and other health care providers.

14) Housing Advocacy:  Provide support, assistance and/or advocate for service participants in obtaining safe housing and/or relocating a service participant.

15) Specific Assistance:  Provide service participants with financial and/or material resources for items such as prescriptions, bus tokens, taxi vouchers, gas cards, security deposits, living expenses, security systems/modifications, utilities, household furnishings, household supplies, etc. to address the specific needs of the service participant.

16) Transportation:  Provide and/or assist service participants with transportation to and from school, appointments, court, etc.  If transportation is provided by staff:

a) Ensure that staff and volunteers providing transportation have a
valid driver’s license and utilize an insured vehicle in good running condition.

b) Adhere to all applicable laws related to safety in the transportation of children and adults (http://www.michigan.gov/msp/0,4643,7-123-64773_22774-13688--,00.html).

         H.    Program Administration

The contractor shall follow acceptable practices for the orientation, development and basic introductory training of staff and volunteers.

1. Training content must be compatible with the MDSVPTB philosophy statement and be provided for those individuals working in-person with victims/survivors. 

2. Staff may attend the Michigan Domestic & Sexual Violence Prevention & Treatment Board’s New Service Provider Training provided by the Michigan Coalition to End Domestic and Sexual Violence or ensure the content of the organization’s training program is consistent with the MCEDSV new service provider training and the MDSVPTB Quality Assurance Standard.  A table of contents will be provided upon request.

3. The contractor shall provide on-going training opportunities for staff.
