Emily Schwarzkopf, Director of Legislative, Appropriations, and Constituent Services
Emily Schwarzkopf is the director of Legislative, Appropriations, and Constituent Services at the Michigan Department of Health and Human Services.
In this role she oversees the development of all departmental legislation and appropriations priorities for both the state and federal government and ensures that the creation, elimination, and/or modification of legislation directly reflects the department’s goals and strategic vision.
Emily brings experience from both the public and non-profit sector having most recently served as senior policy analyst at the Michigan League for Public Policy, focusing on issues pertaining to the state’s Medicaid program. Prior to that, she served both as policy advisor and as the appropriations coordinator for the House Democratic caucus, where she advised members of legislature on health and state budget issues. Schwarzkopf’s other positions have included serving as membership engagement coordinator at the Small Business Association of Michigan and as a student assistant in the Office of the Legislative Affairs at the former Michigan Department of Community Health.
She holds a bachelor’s degree in political science from Central Michigan University and is a graduate of the Michigan Political Leadership Program at Michigan State University and was a 2014 policy fellow at Center for Healthcare Research and Transformation at the University of Michigan.
