Request for Public Comment - Public Comment Period Open for Fiscal Year 2023 Operating Standard C-3 Congregate Meals for Service Programs

The Behavioral and Physical Health and Aging Services Administration (BPHASA), Bureau of Aging, Community Living, and Supports (ACLS Bureau), has collaborated with the area agencies on aging (AAA) and nutrition program stakeholders to develop a revised C-3 Congregate Meals Operating Standard for Service Programs draft. 

The purpose of this revised draft is to align state policy with federal regulations. Per ACL’s guidance (Title III-C1 and -C2 Service Delivery Decision Tree), carry-out meals consumed at home without congregating is not allowed under the Congregate service. This C-3 Congregate Meals Operating Standard has been revised to remove takeout meals, second meals, and weekend meals without congregating and provides updated guidance pertaining to off-site congregate meals.

Additional recommended updates to this C-3 Congregate Meals Operating Standard for Service Programs will be forthcoming later this year. Due to the ending of the Public Health Emergency May 11, 2023, and pending policy related to carry-out meals as a Home-Delivered Meal (HDM) service, components of this standard will be addressed concurrently.
