Project Update (06/16/04): June 15, 2004 - - The Michigan Department of Transportation (MDOT) and its consultant have made available the Final Supplemental Environmental Impact Statement (FSEIS) for public review. The condensed FSEIS presents the Recommended Alternative for the completion of the US-31 freeway north of Napier Avenue to I-94, which was identified as the Preferred Alternative in the September 2002 Draft Supplemental Environmental Impact Statement (DSEIS).

The Recommended Alternative PA-2 proposes a US-31 freeway connection to I-94 just south of the existing I-94/I-94 Business Loop interchange. The I-94 Business Loop interchange would be reconstructed as a full access interchange to include all movements between US-31 and I-94. The alignment also includes important auxiliary lanes on I-94 between the two freeway-to-freeway interchanges so that US-31 to I-196 traffic does not have to merge with I-94.

The FSEIS addresses the comments received during the Oct. 30, 2002, public hearing process and incorporates mitigation measures and refinements to the Recommended Alternative to further minimize traffic impacts. Following the comment period regarding the FSEIS, a Record of Decision will allow the project to proceed to design, right-of-way acquisition and construction.

Copies of the FSEIS are available at the following locations: Benton Charter Township Hall, 1725 Territorial Road, Benton Harbor; Lake Michigan College's William Hessel Library, 2755 East Napier Avenue, Benton Harbor; Berrien County Road Commission Office, 2860 East Napier Avenue, Benton Harbor; Southwestern Michigan Commission Office, 185 East Main Street, Suite 701, Benton Harbor; MDOT's Coloma Transportation Service Center, 3880 Red Arrow Hwy., Benton Harbor; MDOT's Southwest Region Office, 1501 Kilgore Road, Kalamazoo; and MDOT Project Planning Division, 425 West Ottawa, Third Floor, Lansing.

The public is encouraged to comment on the FSEIS by July 8, 2004. Address comments to Anita Richardson, Public Hearings Officer, Michigan Department of Transportation, P. O. Box 30050, Lansing, MI 48909, or E-mail RichardsonA13@michigangov.
