On-the-Job Training Progam

  • Created by the Federal Highway Administration (FHWA) and the Michigan Department of Transportation (MDOT), the primary purpose of the On-the-Job-Training (OJT) Program is to offer equal opportunity for the training and upgrading of minorities, women and disadvantaged persons toward journey-level status in the highway construction trades. This effort will broaden the labor pool with skilled individuals. The OJT Program has been developed in accordance with 23 CFR 230, Appendix B to subpart A.

Voluntary Incentive Program

  • As an extension of MDOT’s current OJT Program, MDOT’s Voluntary Incentive Program (VIP) Pilot will offer equal oppor­tunity for the training and upgrading of minorities, women, and disadvantaged persons toward journey-level status in the highway construction trades in accordance with 23 CFR 230, Appendix B to Subpart A.

    The pilot is voluntary and available to all MDOT prequalified contractors. Review the VIP Pilot Manual for pilot requirements.

    • A contractor who does not have OJT assignments and meets the eligibility requirements of the pilot can choose to participate by submitting the Contractor Yearly Training Plan (MDOT Form 0181). Follow the instructions attached to the form.
    • MDOT OJT Contractors can choose not to participate in the pilot by checking the OPT OUT check box on the Contractor Yearly Training Plan. Follow the instructions attached to the form.
