Jennifer Tubbs serves as the township manager for Watertown Charter Township. Ms. Tubbs began her public service career in 1998 as the planning director in Watertown Charter Township and was promoted to the township manager just two years later. She is currently the township's longest tenured manager and one of very few women serving as local government managers in the state.

In addition to being appointed to represent the Michigan Townships Association on the Transportation Asset Management Council in 2010, Ms. Tubbs currently sits on the Southern Clinton County Municipal Utility Authority Board where she has served as the chair and vice chair. She has served on the board of the Michigan Local Government Management Association, and served as the president of the Regional Economic Development Team. She represents Watertown Charter Township on numerous boards, committees and organizations.

Ms. Tubbs developed a road improvement program for Watertown Charter Township early in her tenure, which has resulted in the best maintained local road system in her area. She strongly believes in pro-active comprehensive planning. She utilizes asset management tools in her every day management of all township assets, which has helped Watertown Charter Township reach and maintain an A+ credit rating.

Ms. Tubbs achieved her undergraduate degree in Urban and Regional Planning from Michigan State University. She has a long-standing relationship with her alma mater as a guest lecturer and a frequent partner with university departments offering internships in local government.

Ms. Tubbs brings to the council a strong background in fiscal and asset management, planning, budgeting, communication, economic development, public works and infrastructure improvements, regional cooperation, community involvement and program management at the local level.
