Information Subject to Change:  Advertisement information, which may include addenda, planholders list, pre-bid conference sign in sheets, etc., is subject to change. Please review the specific project advertisement at least 24 hours before the pre-bid conference or the bid date for any changes.

Pre-Bid Conference:  Due to the nature of maintenance, repair, and construction projects, the pre-bid conference site may not be fully accessible.  People with disabilities requiring special accommodations in order to participate in these meetings should contact this office at 517-284-7900 five business days prior to the date of the meeting.  Please read the solicitation and attachments carefully as some project and pre-bid conference locations require LIEN clearance.

Representation at Pre-Bid Conference:  The State of Michigan bid documents allow the State to reject any bid where the bidder has an interest in more than one bid.  Therefore, an individual will only be permitted to represent one bidder at a mandatory pre-bid conference.

Allow Time to Deliver Bids:  Please note that building security may affect bid deliveries.  Please make sure you have picture ID and allow extra time when hand delivering your bid in order to meet the 2:00 p.m. deadline.

CERTIFICATE OF AWARDABILITY:  The contractor must not discriminate on the basis of religion, race, color, national origin, age, sex, marital status, height, weight, arrest record or disability.  Prior to the award of any contract of $250,000.00 or more, the Michigan Department of Technology, Management and Budget (DTMB) Contract Compliance Representative will notify the Michigan Department of Civil Rights (DCR) Contract Compliance Representative, providing a bid tabulation and providing a description of the recommended awardee(s) including business(es)' name, business(es)' designated contact person, last four digits of company(ies)' tax identification number, business(es)' address, and business(es)' contact person telephone number.  In the event a contractor doesn't possess a valid Certificate of Awardability and is selected through Best Value bid review for contract award, the contractor must immediately submit, upon notification by DTMB, their application to DCR.  DO NOT SUBMIT AN APPLICATION TO DCR UNLESS YOU ARE ADVISED TO DO SO BY THE DESIGN AND CONSTRUCTION DIVISION.

The time required by DCR to process and render a decision on such application is nine (9) calendar days from the date of transmission of bid tab information by DTMB to DCR. Communications concerning Certificates of Awardability should be directed to:
