Michigan Gas Safety Standards Revised

 

The 24th edition of the safety rules, or standards, took effect January 3, 2019.  

On September 15, 2016, the Commission sought permission from the Office of Regulatory Reinvention (ORR) to revise rules governing gas pipeline safety to incorporate updated federal standards into the Michigan rules.  ORR approved the request for rulemaking and assigned ORR #2016-057LR on September 15, 2016.  The Commission submitted a revised request on September 15, 2017, which was approved by ORR on September 18, 2017.  The Commission submitted the draft rules to ORR and the Legislative Service Bureau (LSB) for informal approvals, which were granted on January 2, 2018, and January 10, 2018, respectively.

Michigan Gas Safety Standards Revised

 

The 24th edition of the safety rules, or standards, took effect January 3, 2019.

On February 22, 2018, the Commission issued an order providing the public with an opportunity to comment on the proposed revisions.  See MPSC case docket number U-17826. The Commission held a public hearing on March 21, 2018, at which one person provided public comment.  The Commission also received four written comments.  On May 30, 2018, the Commission issued an order approving revised rules and submitted them to LSB and ORR for their formal approvals, which were both granted on August 24, 2018.  On August 27, 2018, the rules were filed with the Joint Committee on Administrative Rules (JCAR), which, by virtue of MCL 24.245a(1), had 15 session days to object to the rules by filing a notice of objection.  On December 11, 2018, JCAR waived the remaining session days for rule review.

On December 20, 2018, the Michigan Public Service Commission issued an order formally adopting the proposed rules and transmitted the adopted rules to ORR for filing.  The rules were filed with the Office of the Great Seal on January 3, 2019.

Prior to year 2000, the Michigan Gas Safety Standards were referred to as the Michigan Gas Safety Code and appeared under R 460.14001 to R 460.14999 of the Michigan Administrative Code. Starting on January 6, 2000, the Michigan Gas Safety Standards replaced them and appear instead at R 460.20101 - R 460.20606 of the Michigan Administrative Code.

 


Guide to the Michigan Gas Safety Standards

The Gas Operations Staff are in the process of finalizing the 24th edition version of the Guide to the Michigan Gas Safety Standards for hardcopy publication. The Guide to the Michigan Gas Safety Standards combines Federal Pipeline Safety Regulations (rules) with the 24th edition of the Michigan Standards (rules) to provide an easy-to-use reference for field or office.  In the interim until publication, a draft version of the 24th edition Guide to the Michigan Gas Safety Standards can be accessed here: 24th edition Guide to the MGSS - draft
