Access Restructuring Mechanism
The Intrastate Switched Toll Access Restructuring Mechanism (ARM) is a fund established to be active for 12 years in order to provide temporary assistance to rural incumbent local exchange carriers due to the revenue loss associated with the lowered intrastate access rates. The ARM is administered by the MPSC. Pursuant to Section 310 of the Michigan Telecommunications Act, all providers of retail intrastate telecommunications services as well as providers of commercial mobile voice service must make mandatory monthly payments into the ARM, due on the 13th of each month. To facilitate these monthly payments the MPSC has provided an online form for providers to use.
