Qualified Allocation Plan

Pursuant to Section 42(m)(1)(A) of the Internal Revenue Code of 1986, as amended, and Section 22b(4) of Public Act 346 of 1966, of the State of Michigan, as amended, the Qualified Allocation Plan shall be prepared by the Authority, submitted to the legislature, and approved by the Governor after notice to the public and public hearing. Notice of the public hearing shall be published in four newspapers of general circulation throughout the state at least fourteen days prior to the public hearing. Comments received shall be taken into consideration and a written summary of such comments shall be provided to the Governor together with the request for approval of the Plan. Low income housing tax credit dollars shall be allocated in accordance with this Plan, and any amendments thereto.

Updates to the Qualified Allocation Plan (QAP):

Virtual Information Hearing September 25, 2020:

Due to the uncertainty surrounding COVID-19, MSHDA decided to postpone the Qualified Allocation Plan (QAP) revision process that began late last year and was scheduled to conclude earlier this year.  In an effort to get back on track with the QAP and continue having funding rounds for 9% LIHTC, MSHDA is considering an “interim” step for allocating the 2021 LIHTC ceiling that would allow for a handful of very focused changes to the QAP and would establish the 9% LIHTC Funding Round schedule for 2021 LIHTC.  In order to move forward with this process, MSHDA is required to conduct hearings that allow for public comment.

The Information Hearing is the first step in that process and takes place prior to releasing a Draft QAP.  This hearing will be conducted virtually and will not be in-person.  Please review the Information Hearing notice at the link below. On Friday September 25, 2020 from 9:00am-11:00am, MSHDA will hold an Information Hearing designed to take comments and recommendations for modification of the Qualified Allocation Plan.

Information Hearing October 25, 2019:
