HOME Compliance and Monitoring for Rental Housing Developments

Rental developments assisted with HOME funds must remain affordable to low and very low income households and must maintain compliance with the HOME requirements throughout the affordability period.

It is the responsibility of the Michigan State Housing Development Authority (MSHDA) to monitor the compliance of units receiving HOME funds in accordance with HUD regulations contained in 24 CFR Part 92.

HUD Handbook 4350.3: Occupancy Requirements of Subsidized Multifamily Housing Programs

All HOME units must be certified for initial eligibility and recertified annually (full third party) thereafter. For MSHDA HOME developments, tenant income is calculated in a manner consistent with the determination of annual income under Section 8 of the United States Housing Act of 1937 ("Section 8").

For guidance in determining tenant household income, the HUD Handbook 4350.3, Occupancy Requirements of Subsidized Multifamily Housing Programs, is recommended as a reference guide. The HUD Handbook 4350.3 can be located at:
