Michigan State Police (MSP) Director Col. Kriste Kibbey Etue is pleased to announce the promotion of Insp. Emmitt McGowan to captain and commander of the Emergency Management and Homeland Security Division (MSP/EMHSD), effective July 1, 2018.
As commander of the MSP/EMHSD and Deputy State Director of Emergency Management and Homeland Security, McGowan is responsible for statewide management and coordination for all disasters and emergencies for the State of Michigan, coordination with private, public, non-profit stakeholders on emergency management and homeland security strategies, and supervision of the division’s 71 employees.
Prior to his promotion, McGowan was assigned to the MSP Second District where he served as assistant commander responsible for oversight of the Detroit Metro North Post, Detroit Metro South Post and the Special Enforcement Section.
McGowan enlisted with the department in 1996, as a member of the 114th Trooper Recruit School. During his 22-year career, McGowan held a variety of positions, including serving as the department’s Equal Employment Opportunity Officer and managing the Chemical, Biological, Radiological and Nuclear Explosive Training Program while assigned to the MSP/EMHSD. He was also the commander of the Detroit and Southeast Michigan Information and Intelligence Center (DSEMIIC) and the Michigan Intelligence Operations Center (MIOC) for Homeland Security.
