Fueling Facility Generation Grant

The Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD) and the Michigan Public Service Commission (MPSC) are pleased to announce a new grant program that allows for fuel stations to pre-wire their stations for backup power generation.  This grant program is designated to enhance the resiliency of our state by establishing contingencies at retail and municipal fueling stations so that residents and first responders can obtain fuel for vehicles and generators in the event of a mass power outage. 

Michigan is vulnerable to natural and manmade disasters, such as severe weather and acts of terrorism that could cause extended power outages to counties or regions of the state.  This program is aimed to enhance reliability of fueling facilities during power outages so that essential service vehicles and the public can obtain diesel fuel, and gasoline. 

It is our goal to identify at least two retail or municipal fleet fueling facilities in each county that are interested in wiring their facility to be generator ready.  This process will support efforts to restore power to fueling facilities as quickly as possible and support energy assurance and resilience efforts throughout Michigan.

Applications for this grant program will be accepted until July 17, 2019.  Grant awards in the amount of up to $3,000 will be awarded to augment the electrical upgrade costs necessary to operate a generator at the premises, including but not limited to: assessment of generator needs, costs of electrical components, wiring of a transfer switch, associated wiring, and permit costs. 

For those fueling facilities in Michigan that have already been wired with a transfer switch or already have a generator installed, applications will also be accepted for a $250 grant award to cover inspection of wiring or generator costs and copy of permitting for work completed.

Energy Assurance Initiative

This fueling facility generation grant is part of a comprehensive State of Michigan initiative to increase energy resiliency at the state and local level.  The goals and objectives of the initiative were derived from a 2017 Michigan Energy Assurance Assessment.  This initiative is a multi-pronged approach aimed to enhance energy resilience through workshops and plan development assistance, identification of back-up power needs of critical infrastructure, coordination and collaboration activities through newly developed working groups, and designing a back-up generator program for retail fuel stations to ensure gas and diesel can still be available during power outages.
