New emergency manager appointed for Highland Park School District

Gov. Rick Snyder today announced the appointment of a successor-emergency manager for the School District of the City of Highland Park, effective Friday, October 21, pursuant to Public Act 436 of 2012, the Local Financial Stability and Choice Act.

Kevin Smith of Public Solutions Group, has been named successor-emergency manager for Highland Park Schools, replacing Steve Schiller, who was appointed in February, 2016. Schiller also serves as the emergency manager for Muskegon Heights School District.

“Continued management and oversight is necessary as we work together to address the on-going financial emergency in Highland Park School District. Under Emergency Management our role is to provide prudent fiscal management and an efficient provision of services and Kevin’s skills and experience are well-aligned for this work,” Snyder said.

Smith has more than 18 years of experience in public finance, municipal and school law, public administration, and strategic planning. He specializes in municipal law, restructuring, government policy and management, turn-around and economic redevelopment. He recently led the team responsible for redesigning the career and technical education (CTE) program model for Detroit Public Schools (DPS).
