As part of Secretary of State Jocelyn Benson's effort to bring efficiency and an improved customer experience to the department, the following program changes have been made, effective March 16, 2021:

Mechanics

  • Individuals applying for a mechanics test on e-Services must have a Michigan driver's license or State ID.  Those without a Michigan driver's license or state identification card will still be able to register in person at the branch offices.

Graduated Driver Licensing (GDL)

GDL Level 1:

  • Student drivers will only need to visit a branch office once during the GDL program.

  • Branch offices will now issue a photo license hard card for a Graduated Driver's License Level 1.

  • A $25 license fee will be collected when applying for a GDL 1 license.

  • Student drivers will be mailed the license within three to four weeks.

  • Online services, like requesting a duplicate GDL license, will be available.

GDL Level 2 & 3:

  • A student driver does not need to return to the branch office.

  • Progression to a GDL Level 2 and 3 license will automatically update once all requirements are met.

  • The driving record will automatically be updated to reflect the level change.

  • A letter is sent to the student driver.

  • Online services, like requesting a duplicate GDL license, will be available.

Student Driver's 18th Birthday

  • Once the student driver turns 18 years old and is eligible for an operator's license, the operator's license will be mailed to them.

  • The expiration date of the operator's license will be the driver's 21st birthday.
