When will I receive instructions on how to set up my account?

If there is an email on the account, an email will be sent on February 19, 2019. If there is not a valid email on the account, a letter will be sent in the mail on February 19, 2019. Please allow 1-2 weeks for standard mail processing. You may wish to verify your email by contacting us at licensing@michigan.gov to ensure we have the appropriate email on your account.

Who do I contact if I did not receive a letter with set up instructions?

Please visit CARS e-Services to request a new authorization code.

You will need your dealer license number and the first 5 digits of the dealer's address.  The authorization code will be mailed or emailed.

When is the deadline to set up an account?

An account must be established by March 9, 2019, as BFS-4 Temporary Registrations must be issued using CARS e-Services on this date.

How do I access my eServices to set up my account?

How many people can be assigned to administer the account?

Dealers are allowed one Account Manager. The Account Manager will assign access for other staff to CARS e-Services.

How can I find out which users are authorized to access my account?

As an account manager, you may check for authorized users by accessing the “Manage Account Access” link in your CARS e-Services account. A list of users with their access level will be displayed. You also may request a different access level for the account users associated with a dealership. You do not have the ability to automatically increase your allotment of account users issuing BFS-4 Temporary Registration permits. To add more BFS-4 Temporary Registration users, please contact Business Licensing at Licensing@Michigan.gov.

What is the procedure for adding users (who will be issuing temporary registrations) to an account?
  1. The new account user must log on to CARS e-Services to create an account and request an authorization code.

  2. The requested authorization code will be emailed or mailed to you, as the primary account holder on file with Business Licensing. (This may or may not be the “Master Account Holder,” depending on how your business group is structured.) You provide the authorization code by email or telephone to the new account user.

  3. The new account user will sign on to CARS e-Services and follow the steps for setting up an account using the authorization code provided by you, the primary account holder.

 

Keep the following points in mind.

  1. A new authorization code will be generated for each user added to the account. No two codes are the same and they cannot be shared among users.

  2. A more detailed explanation of the process for creating a CARS e-Services account is on the Secretary of State online services Web page. Select “Automotive Dealers” under “How to log on to CARS e-Services.”

What are the system requirements needed for my computer?

CARS is compatible with most operating systems and browsers including:

What will CARS e-Services provide to me as a dealer?

CARS e-Services will have the following transactions available for use as a dealer:

  • Renewal of your dealer license
  • Managing your account including, but not limited to:
    • Electronic Funds Transfer (EFT)
    • General contact information
    • Business hours, and designated SOS Branch Offices
  • Registering for training
  • Requesting and renewing dealer plates
  • Calculating plate/registration fees
  • Looking up Repeat Offenders
  • Issuing BFS-4s Temporary Registrations from your own computer/printer
  • Storage of the BFS-4 Log in CARS

What type of paper do I use to print the BFS-4 Temporary Registrations?

Standard 8 ½ x 11 paper. However, you may elect to purchase special waterproof paper, or waterproof wrappers.  However, this is not required. BFS-4 temporary tags will still be allowed to hang in the back window of the vehicle, as long as the permit is clearly visible to law enforcement.

Are we limited to the number of persons issuing BFS-4 Temporary Registrations?

Dealer classes are limited to the number of users that can issue BFS-4 Temporary Registration, unless approved by the Business Licensing Section.

A Dealers:  3 BFS-4 Temporary Registration users - Assigned to the first three individuals added to the account
B Dealers:  2 BFS-4 Temporary Registration users - Assigned to the first two individuals added to the account

I have added users to my account but they are unable to access the BFS-4 Temporary Registration function?

 It may be likely that you have exceeded the number of Temporary Registration users.  You should contact the Business Licensing Section to request the additional users be activated. licensing@michigan.gov

What if I am experiencing issues printing a BFS-4 Temporary Registration?

Purchasers can drive on a properly completed RD-108 which will prove ownership of the vehicle. The BFS-4 Temporary Registration number MUST be printed on the RD-108. Once the BFS-4 Temporary Registration is able to be printed, you should get the Registration to the buyer expeditiously to avoid the buy from being stopped by law enforcement.

Can a BFS-4 Temporary Registration be reprinted?

Yes. Since the registration number printed on the temporary registration is assigned to the vehicle that was sold, the BFS-4 Temporary Registration can only be used for that particular vehicle. BFS-4 Temporary Registrations will not print after the date of expiration of the permit.

How do I reprint a BFS-4 Temporary Registration Plate?

To reprint a temporary plate, you will need the temporary plate number. You can find the number under the ‘Issued Permits’ tab.

 

1)            Sign into your dealer account

2)            Click the dealer account hyperlink

3)            Click: Dealer Actions

a.            Under the heading: ‘I want to’

i.              Click: ‘Search an issued permit’

ii.             Enter the BFS-4 number

iii.            Click: Search

iv.           Click: View Permit

Can I void a temporary registration issued through CARS e-Services?

No, you will need to submit a request in writing to the Regulatory Monitoring Division (RMD) justifying the reason for invalidating the temporary registration. A copy of the entire deal jacket and a TR-34 Certification Statement signed by the customer stating that they did not take delivery of the vehicle must be included with your request. How do the fees work with the BFS-4s Temporary Registration?

The following payment options are available:

  • Electronic Funds Transfer (EFT) – dealers may register their bank account on CARS e-Services. Dealers that already have their EFT registered will be converted. This is a nightly charge on the account towards the transactions that occurred that day.
  • eCheck – This is a one-time transaction.
  • Credit Card – (with processing fee) – This is a one-time transaction

What is the last day that dealerships can use current stock of BFS-4 Temporary Registrations?

Will refunds be provided on unused stock of BFS-4s Temporary Registrations?

Dealerships will not be able to receive a refund for current stock of unused BFS-4 Temporary Registrations. Please plan accordingly.

What happens if I use the previous version of the BFS-4 Temporary Registration after March 8, 2019?

Law enforcement is aware that the current stock of BFS-4s are no longer proper, and the driver could be cited for an improper plate. The new BFS-4s Temporary Registration will print with a registration number that is specific to the description of the vehicle being driven.

Will CARS e-Services affect anything with CVR?

No. However, if there are any questions on the CVR application or how to process transactions through the application please contact the CVR Helpdesk. Any questions related to Michigan Department of State procedures or paper work can be referred to the MiEFS helpdesk at 517-636-0571 or DealerDirect@Michigan.gov.

Does the new BFS-4 Temporary Permit process effect how we complete out of state transit plates?

No. This process does not change. An out of state transit permit should be completed. These permits will still be available at the branch for purchase.
