Michigan's Freedom of Information Act (FOIA), MCL 15.231 et seq, provides that certain persons can receive copies or make inspections of most public records of public bodies upon written request. The person must sufficiently describe the records he or she seeks. The public body may charge a fee to cover the cost of complying with a person's FOIA request.

Requesting Unemployment Insurance Wage Record Data
The recent enactment of House Bill 4545 amended the Michigan Employment Security Act to allow, effective July 1, 2018, Unemployment Insurance (UI) to make wage record data available to additional institutions for public service-related research projects and the purposes described below. It would also require UI to identify online the information available to those institutions and make it easier to obtain that information.
The enactment of HB 4545 allows this information to be made available to a public official, eligible educational institution, or Michigan Works! Agency, or to an agency of the state conducting certain research for a public official, for the following purposes:
- For use in connection with research projects of a public service nature.
- For course, program, or training program planning, improvement, or evaluation.
- For grant application or evaluation.
- For institutional or program accreditation.
- For economic development or workforce research.
- For award eligibility.
- For federal- or state-mandated reporting.
UI information is confidential, but may be shared, by request, under the specific circumstances outlined above. This type of information request is different than requests for information under the Freedom of Information Act (FOIA) or requests for individual’s records.
