Present members of the Board of Trustees, and the Executive Director of the Authority are as follows:

Jimmy E. Greene (Trustee since October 4, 2018; term expires August 21, 2022). Jimmy E. Greene is the CEO and President of The Association of Builders and Contractors and The Greater Michigan Construction Academy; companies that advocate, educate and train over 300 builders and contractors in 36 counties. He is an entrepreneur and his involvement in numerous civic and charity organizations is extensive.  He currently serves on the board of directors for Midland County College and Completion Access Program, the Great Lakes Bay Regional Alliance, the Dow Chemical Citizens Advisory Panel, MITCON, The Shelterhouse and Perceptions, Great Lakes Bay Region.  Born and raised in Flint, Mr. Greene is a graduate of Flint Southwestern High School and attended Washtenaw Community College, Delta College, and is a graduate of the College of Banking and Finance. 

JAMES MBURU (Trustee since September 14,2017; term expires August 21, 2017). Mr. Mburu is a Branch Manager with Fifth Third Bank.  He is licensed by the Nationwide Mortgage Licensing System (NMLS) as a Federal Mortgage Loan Originator.  He is also a member of the Michigan Air National Guard. Besides the Finance industry he has interests in healthcare where he has been a patient care advocate, an administrator and entrepreneur since 2006.

LINDA ORLANS (Trustee since June 5, 2015, term expires August 21, 2019). Ms. Orlans is a practicing attorney, lean law advocate and entrepreneur. She is founder and principal of Orlans Group which is comprised of Orlans Associates, PC, Orlans Moran PLLC, Atlantic Law Group, eTitle, eVantange, eAMC and Towne Auction. All of the Orlans Group firms are Certified Women’s Business Enterprises. Ms. Orlans serves in leadership roles for a number of organizations including the Chair of the Board of Trustees at MSU LAW School, Beaumont Hospital’s First Words Society, Board of Directors at the Detroit Institute of Arts, Michigan Opera Theaters, Inforum Center for Leadership and The Heat and Warmth Fund. She is a graduate of Wayne State University and Michigan State University College of Law. 

PETER F. SCHWARTZ (Trustee since August 9, 2017; term expires August 21, 2021). Mr. Schwartz is a Registered Representative, Registered Investment Advisor, and a Principal of Schwartz & Co. He has been in the investment advisory business since 1996.  The firm advises on assets of approximately $4 billion for both institutional and private wealth clients. The firm is registered to do business and has clients in all 50 states.  Peter served as the Co-Chair of the Michigan Finance Committee for Mitt Romney for President. He is a former board member for The National Osteoporosis Foundation in Washington D.C., Detroit’s St. Dominic Outreach Center, Women’s Survival Center of Oakland County, Michigan Chamber of Commerce and Racquet Up Detroit. He graduated from Fairfield University in Connecticut with a degree in Political Science.  He and his family reside in Bloomfield Hills, Michigan.

DALE P. ZAHN (Trustee since May 5, 2017; term expires August 21,2020). Dale P. Zahn is a resident of Holland, Michigan.  He is and has been the CEO of the West Michigan Lakeshore Association of REALTORS since 2000. Prior he was Executive Vice-President of the Greater Davenport Board of REALTORS in Iowa. Dale has a BA degree from St. Joseph's College in Indiana and is a Certificate Program Graduate of the Duke University Non-Profit Management program. Dale has been a both a municipal and township trustee in Illinois. He was inducted into the Dr. Almon R 'Bud' Smith Leadership Society of the National Association of REALTORS in 2014, was named Lakeshore Fair Housing Advocate by the Fair Housing Center of West Michigan and was named Distinguished Service Award recipient by the Michigan Environmental Health Association in 2016. He currently is a member of the Ottawa County Groundwater Task Force and is a former member of the Ottawa County Fair Board. A former broadcaster and writer of newspaper columns, Zahn was one of only 700 out of 1.2 million to be inducted into the REALTORS RPAC Hall of Fame in 2016.


DEBORAH M. ROBERTS, Executive Director. Ms. Roberts has been employed with the State in various positions since 1987. She was appointed Deputy Executive Director of the Authority in 2002, and Executive Director in 2006. In September 2018, she was appointed Director of the Bureau of State and Authority Finance.  Ms. Roberts holds a Bachelor of Science in Business Administration degree from Central Michigan University and is a registered certified public accountant.
