Michigan Strategic Fund Board of Directors

The MSF was created by P.A. 270 of 1984 and has broad authority to promote economic development and create jobs. The 11-member MSF board has statutory authority to direct state appropriations to support business development, community development, talent enhancement and state marketing activities, including the promotion of tourism, film industry, arts and cultural affairs.
 
The Board consists of 11 members:
  • The Director of the Department of Labor and Economic Opportunity or the Director’s designee from within the Department.
  • The State Treasurer, or the State Treasurer’s designee from within the Department of Treasury.
  • The Director of the Department of Transportation or the Director’s designee from within the Department of Transportation.
  • The Chief Executive Officer of the Michigan Economic Development Corporation, or the Chief Executive Officer’s designee.
  • Seven residents of this state appointed by the Governor, subject to advice and consent of the Senate.

Mark Burton is the chief executive officer of the Michigan Economic Development Corporation. The Governor has designated Mr. Burton to serve as the President and Chairperson of the Michigan Strategic Fund, for a term expiring at the pleasure of the Governor.  
 
Britany L. Affolter-Caine, Ph.D., Ypsilanti

Dr. Britany L. Affolter-Caine is the executive director and program manager for Michigan's University Research Corridor. She earned her Doctor of Philosophy from the University of Michigan. 
 
Charles P. Rothstein, Farmington Hills

Represents a member from the private sector with experience in private equity or venture capital investments
Charles P. Rothstein is the founder and senior managing director of Beringea, LLC, a growth equity investment firm. He earned his Master of Business Administration from the University of Michigan.

Susan Tellier is the president of JetCo Packaging Solutions and a member of the Small Business Association of Michigan. She earned her Bachelor of Science in Public Affairs Management from Michigan State University and Graduate Certificate in Economic Development from Wayne State University. 
 
Ronald W. Beebe, Midland

Represents a member submitted by the Senate Majority Leader representing individuals within the private sector with experience in private equity or venture capital investments, commercial lending, or commercialization of technology
Ronald W. Beebe is the principal owner and chief executive officer of Euclid Industries, Inc., Brinn Performance, Inc., Awrey Bakeries, Griffin Thermal Products, and Milling Precision Tool Corporation. Mr. Beebe earned his Bachelor of Science in Business Administration from Central Michigan University. 
 
Paul Gentilozzi, Lansing

Paul V. Gentilozzi is the president of Gentilozzi Real Estate and a racecar driver and managing partner of 3GT Racing. He earned his Bachelor of Arts in Business from Michigan State University.

September Hargrove is the vice president of global philanthropy and head of Detroit philanthropy for JPMorgan Chase and Co. She earned her Master of Public Policy and Urban Planning from Harvard University. 
 
Cindy L. Warner, Traverse City

Cindy L. Warner is the founder and chairperson of 360ofme, Inc., a consumer data privacy website, and the former president of the Michigan Council of Women in Technology. She earned her Bachelor of Science in Business Administration from Grand Valley State University. 

Jeff DonofrioDirector, Michigan Department of Labor and Economic Opportunity 
Director Donofrio is charged with coordinating and streamlining the state's workforce and economic development programs to meet business and labor needs and grow communities where all Michiganders have equal opportunities to reach their fullest potential. Jeff earned his BA in Public Policy and Secondary Education from Michigan State University and MBA from Georgetown University.
 
Paul Ajegba - Director, Michigan Department of Transportation
Director Ajegba has 28 years of experience with the Michigan Department of Transportation and was appointed as director on Jan. 1, 2019. He is a licensed professional engineer in Michigan. As an engineer, Ajegba is now leading a 2,600-employee state agency with a $5 billion annual budget that's responsible for the construction, maintenance and operation of nearly 10,000 miles of state highways. Ajegba holds a Bachelor of Science in civil engineering from Prairie View A&M University and a master’s degree in construction engineering from the University of Michigan.
 
Rachael Eubanks - State Treasurer 
As treasurer, Rachael Eubanks is charged with safeguarding the credit of the state and municipalities. She also oversees the collection of state tax dollars and fees. She obtained her bachelor’s in economics from the University of Michigan.
