The goal of the Municipal Separate Storm Sewer System (MS4) program is to reduce the discharge of pollutants to surface waters of the State. An MS4 is a system of drainage (including roads, storm drains, pipes, and ditches, etc.) that is not a combined sewer or part of a sewage treatment plant. During wet weather, pollutants are transported through MS4s to local waterbodies.

MS4 Permits
The MS4 program requires a permit to discharge from an MS4 located in an urbanized area with a qualifying population. In Michigan, MS4 permittees may include cities, townships, villages, county agencies, universities, and school districts. Most permittees are covered under a general permit based on their stormwater management approach, either jurisdictionally-based or watershed-based.
Current MS4 General Permits (Effective 2003)
Permittess may request a modification or termination of permit coverage. The MS4 Permit Modification and Termination Request form is in pdf format. It must be printed, completed manually, signed, and submitted as a hard copy for DEQ review to the address located on the form.

The following Compliance Assistance Documents are available to assist with the 2003 MS4 general permit requirements.
Compliance Assistance Documents were also developed to assist permittees covered by the 2008 MS4 general permits. The 2008 MS4 general permits were subsequently withdrawn. As such, the Compliance Assistance Documents may not meet all the requirements of the 2003 MS4 general permits. The documents are intended for guidance only and are available here.
