New Community Water System Capacity Guideline Document (May 2000, as amended)
Check Up Program for Small Systems (CUPSS): CUPSS is a free, easy-to-use, asset management tool for small drinking water and wastewater utilities. CUPSS provides a simple, comprehensive approach based on EPA's highly successful Simple Tools for Effective Performance (STEP) Guide series. Financial Assessment: The DEQ offers a free financial assessment of a municipality's water system for those communities with populations of 10,000 or less. The financial assessment involves:
- A review of the existing revenue system and financial and legal documents
- Recommendations on how to improve the water system's financial and legal structure
- Discussion of asset management tools
- Follow-up involving a meeting with town council members to answer their questions.
All recommendations provided during the financial assessment are exactly that - recommendations, which are voluntary and non-binding.
