|The State Ethics Board (Board) has jurisdiction under the State Ethics Act (1973 PA 196, MCL 15.341 et seq.) to evaluate the ethical conduct of executive branch state employees and public officers appointed by the Governor or other executive official. Section 2 of the act defines unethical conduct as a violation of one or more of seven standards.
The Board does not have jurisdiction over the following:
- Legislative or judicial branch employees or elected officials.
- Employees and elected officials in other public jurisdictions (cities, counties, townships, villages, and other municipalities.)
- Private sector attorneys and healthcare professionals.
Complaints about attorneys or judges may be directed to the State Bar of Michigan at www.michbar.org or 1-800-968-1442.
Complaints about healthcare professionals may be directed to the Department of Licensing and Regulatory Affairs, Bureau of Health Professionals, at www.mi.gov/lara or 517-373-6873.
Rules of Practice and Procedure of the State Board of Ethics
The State Ethics Act enables the Board to promulgate rules governing its own procedures. The Board's rules provide a complaint process to question the ethical conduct of employees or public officers in accordance with the standards of conduct in the act. The rules also allow appointing authorities and employees to request advisory opinions on potential conflicts with the standards of conduct.

The Board meets to address pending issues as determined by the chair. Board meetings are open to the public pursuant to the Open Meetings Act. Meetings begin at 10:00 a.m. in the Capitol Commons Center, Lower Level Conference Rooms A & B, 400 South Pine Street, Lansing, Michigan 48933.
