|SUBJECT:||CIVIL SERVICE REGULATIONS 5.02, PREMIUM PAYMENT OF OVERTIME, ON-CALL COMPENSATION, AND CALLBACK COMPENSATION, 5.07, PERFORMANCE-PAY PROGRAMS, 5.15, MOVING EXPENSES, AND 5.18, COMPLAINTS ABOUT BENEFITS
|Proposed changes to Regulations 5.15, Moving Expenses, and 5.18, Complaints About Benefits, were circulated for review and comment under SPDOC 14-05, dated July 2, 2014. Although Regulation 5.13 was included in SPDOC 14-05, it is being held for further review.
Proposed changes to Regulations 5.02, Premium Payment of Overtime, On-call Compensation, and Callback Compensation and 5.07, Performance-Pay Programs, were also circulated for review and comment under SPDOC 14-08, dated July 28, 2014.
The following changes are now reflected in the regulations as indicated below:
Regulation 5.02 has been modified to better match language from the Fair Labor Standards Act and its regulations on treatment of overtime for eligible employees.
Regulation 5.07 has been modified to allow additional flexibility in the timing to request approval to pay performance-pay awards.
Regulation 5.15 has been updated to reflect the proper name of the Department of Technology, Management and Budget. It has also been modified to delete inaccurate language requiring Purchasing Operations approval of all household moving expenses and appropriately recognizes individual appointing authorities as being responsible for such review and approval.
Regulation 5.18 has been modified to allow two additional weeks to file appeals from final third-party administrator decisions in insurance appeals and emphasize the appellate nature of the higher-level reviews of insurance appeals.
The attached regulations are now being issued with the effective date of August 31, 2014.
