Persistently Lowest Achieving Schools (PLAs) The list of Persistently Lowest Achieving Schools is developed following federal guidelines approved by the United States Department of Education. These rules require the Michigan Superintendent of Public Instruction to publish a list by September 1st of each year identifying the persistently lowest achieving public schools in the state.
Shared Educational Entities (SEEs) A SEE is defined as a program to deliver a particular educational service to students coming from a group of two or more LEAs that have a business relationship for that purpose.
