Marzano Research: Recommendations for Implementation of Educator Evaluation Systems—Literature Review—Best Practices

To inform ongoing and future support to districts as they implement new educator evaluation systems, MDE contracted Marzano Research to conduct a research project that provides information about recommendations for educator evaluation implementation.  This literature review identifies recommendations related to six focus areas: professional development and mentoring aligned to educator evaluation results, integration of cultural competency into evaluation models and professional development, provision of quality feedback to teachers and administrators, training of teachers and administrators on evaluation systems, administrator evaluation, and incorporation of multiple measures of student growth in educator evaluation. To summarize the findings, Marzano Research reviewed and coded all research studies and articles, then identified common findings from the summaries to determine a list of recommended practices. A list of sources and an annotated bibliography are provided in the report appendices.

 

Marzano Research: District Implementation of Educator Evaluation Systems: Survey Results

To inform ongoing and future support to districts as they implement new educator evaluation systems, MDE contracted Marzano Research to conduct a research project that provides information about recommendations for educator evaluation implementation.  This report summarizes the work completed to develop, administer, and analyze the data from an online survey that was sent to all school district and Public School Academies (PSAs) in Michigan.  The survey was designed to assess the degree to which districts and PSAs were implementing recommended practices.

 
Marzano Research: Support for Local Implementation of Educator Evaluation Systems: Comparable States Report

To inform ongoing and future support to districts as they implement new educator evaluation systems.  MDE contracted Marzano Research to conduct a research project that provides information about recommendations for educator evaluation implementation.  This report summarizes the identified ways states support their educator evaluation systems, focusing on five states that have systems similar to Michigan's, in those states provide lists of approved or recommended rubrics.  Topical areas for comparison are:  professional development and mentoring aligned to educator evaluation results, integration of cultural competency into evaluation models and professional development, provision of quality feedback to teachers and administrators, training of teachers and administrators on evaluation systems, administrator evaluation, and incorporation of multiple measures of student growth in educator evaluation.

 
Marzano Research: Teacher and Administrator Evaluation Systems Case Study Report

This report summarizes site visits to 12 districts and four public school academies (PSAs) in 12 counties across Michigan. The site visits included individual interviews and focus groups designed to gather additional information about implementation of teacher and administrator evaluation systems in Michigan. The data collection also includes identifying barriers to implementation, along with suggesting ways MDE could support schools in implementing the recommended educator evaluation practices. 

 
Marzano Research: Teacher Perceptions of Evaluator Feedback

This report analyzes data collected from an online survey sent to a random sample of public school teachers in Michigan. The survey was designed to gather in-depth information about teachers’ perceptions of the feedback they received as part of the educator evaluation processes in their districts.

 

Ray.Taylor and Associates LLC: Educator Evaluation Research and Evaluation Activities Final Report

Ray.Taylor and Associates, LLC was contracted to conduct a review of educator evaluation implementation specifically addressing three focus areas posed by MDE:  best practices in educator evaluation implementation, barriers to implementation in local systems and ways to mitigate these barriers, and an evaluation of the measurement of student growth using alternative methods.  This report provides information and recommendations that can be used by MDE and Michigan K-12 educators as they implement educator evaluation.

 

Ray.Taylor and Associates LLC: Appendix to Educator Evaluation Research and Evaluation Activities Final Report

This appendix prepared for the Michigan Department of Education contains documents that support the review of the educator evaluation system as implemented by Michigan’s K-12 educators.   The appendix includes several documents developed for the evaluation report including a review of literature, researcher white papers, practitioner white papers, and best practice documents collected from Michigan school districts and ISDs.  Excerpts from these documents appear in the full evaluation report.
