Statewide Housing Plan
Statewide Housing Plan
Michigan took a historic step forward in June 2022 when it released its first-ever Statewide Housing Plan, a bold response to the state’s affordable housing crisis. The Plan lays out eight priorities and 37 goals, serving as a clear call-to-action for MSHDA and housing partners across the state. To help put the Plan into action, MSHDA established 15 Regional Housing Partnerships to develop regional action plans and advance strategies tailored to local needs and priorities.

Progress Toward Targets in the Statewide Housing Plan
Many in the housing ecosystem have contributed to the quantitative goals and targets in the plan, but this update largely reflects MSHDA's contributions through October 2025.
- 83,777 new or rehabilitated housing units
Target: 115,000 (Originally 75,000+)
- 24,821 affordable rental units
Target: 39,000+ - 58,956 market-rate units (homeowner and rental)
Target: 21,500
- 24,821 affordable rental units
- 18,118 homeownership opportunities for low- and moderate-income households
Target: 13,500 - 1,899 units of workforce housing
Target: 1,000 - 16,476 households increase home energy efficiency and make weatherization improvements
Target: 15,000 - -47,313 households' housing stabilized*
Target: 100,000+
*Households experiencing housing instability increased by 47,313. Since the implementation of the SHP, Michigan has made record investments in housing. However, broader economic conditions have increased the number of cost-burdened households. Additional resources are needed to meet this goal.
