Michigan Administrative Hearing System for the Department of Health and Human Services
The Michigan Administrative Hearing System (MAHS) for the Department of Health and Human Services holds a variety of administrative hearings when decisions by the Michigan Department of Health and Human Services and its contract agencies are contested. The MAHS for the Department of Health and Human Services is housed within the Department of Licensing and Regulatory Affairs and is part of the MAHS Benefit Services Division (MAHS-BSD). In addition to hearings related to Medicaid program services and providers, it also provides hearings for Adoption Subsidy Services, Expunction from the Central Registry, Licensing of Child and Adult Facilities, Michigan Rehabilitation Services, and the Office of Retirement Services. MAHS-BSD receives over 60,000 hearing requests per year regarding numerous Department programs.
The MAHS benefit services division mission is excellent customer service in the adjudication of administrative fair hearings. In pursuit of its mission, MAHS promptly schedules and mails notifications of administrative hearings for persons requesting a hearing. The Michigan Administrative Hearing System for the Department of Health and Human Services issues timely, clear, concise and legally accurate hearing decisions and orders.
Goals and Objectives
- To schedule administrative hearings within 30 days of receipt of a request for hearing.
- To issue decisions and orders within 30 days from the date of the hearing or from the date the hearing record is closed.
- To provide responses to hearing procedure questions regarding the administrative hearings process promptly, politely and accurately. (MAHS is not allowed to provide legal advice.)
- To conduct administrative hearings in a fair and unbiased manner.
- To issue decisions and orders based upon accurate facts and appropriate legal authority.
