SBA Board of Trustees

Present members of the Board of Trustees, and the Executive Director of the Authority are as follows:

PATRICK J. DEVLIN, Chairperson (Trustee since June 30, 2005; term expires August 21, 2018).  Mr. Devlin is the secretary and treasurer of the Greater Detroit Building & Construction Trades Council.  He had previously been the Business Manager of Sprinkler Fitters Local 704.  Mr. Devlin also serves on the State of Michigan Mechanical Board of Rules, Red Cross Southeast Michigan Chapter, Blue-Cross Blue Shield, Greater Detroit Health Care Coalition and the Detroit Riverfront Conservancy.  Mr. Devlin resides in Livonia.

CAROL A. WALTERS (Trustee since March 24, 2010; term expires August 21, 2017). Ms. Walters is president of Walters & Associates, Inc., a financial advisory firm that has assisted corporations, non-profits and governmental institutions in managing and organizing complex financial transactions since 1989. Her experience has included advising the State of Michigan on issuance of tax exempt securities, managing ratings for the sale of public debt and raising funds for major development projects. She has previously held posts for the State of Michigan as executive director of the Michigan Municipal Bond Authority, executive director of the Commerce Department's Economic & Community Development offices and director of federal-state relations for the Commerce and Labor Departments. She currently serves as President and Chairperson of the Women's Caring Program, an officer and member of the of the Cranbrook Institute of Science, and a board member of Inforum of Michigan, (formerly Detroit Women's Economic Club) and the Michigan Association of Counties Service Corporation.

KENNETH LINGENFELTER (Trustee since August 21, 2012; term expires August 21, 2016).  Mr. Lingenfelter is owner of The Lingenfelter Collection and Metropolitan Motor Sports, and CEO of Lingenfelter Performance Engineering, a Brighton-based company which offers engine building and installation as well as development services. Previously, Mr. Lingenfelter owned Metropolitan Title Co., a business he began at age 23. Mr. Lingenfelter is former president of the Michigan Land and Title Association and the National Title Alliance, and served on the board of governors for the American Land Title Association.

STEPHEN R. D’ARCY (Trustee since October 28, 2013, term expires August 21, 2017). Mr. D’Arcy is a partner with Quantum Group LLC, an investment and consulting vehicle focusing on strategy, shareholder value and wealth maximization. Clients include organizations in the Automotive, Asset Management, Government, Not-For-Profit and Health Care Sectors. He is also an Audit Committee Director for both the Penske Corporation and Premier Inc. He previously spent a large part of his career as an audit partner with PricewaterhouseCoopers, was Chairman of the Detroit Medical Center and Director with Vanguard Health Systems. In addition to the State Building Authority Board, he currently serves on a number of community and professional boards including the Hudson Webber Foundation where he serves as Audit Committee Chair and Trustee, the Detroit Symphony Orchestra where he serves as Trustee, the Autism Alliance of Michigan where he serves as Chairman, and the Citizens Research Council of Michigan where he serves as Trustee. Mr. D’Arcy received a B.B.A. from the University of Michigan in 1976.

LINDA ORLANS (Trustee since June 5, 2015, term expires August 21, 2019). Ms. Orlans is a practicing attorney, lean law advocate and entrepreneur.  She is founder and principal of Orlans Group which is comprised of Orlans Associates, PC, Orlans Moran PLLC, Atlantic Law Group, eTitle, eVantange, eAMC and Towne Auction.  All of the Orlans Group firms are Certified Women’s Business Enterprises.  Ms. Orlans serves in leadership roles for a number of organizations including the Chair of the Board of Trustees at MSU LAW School, Beaumont Hospital’s First Words Society, Board of Directors at the Detroit Institute of Arts, Michigan Opera Theaters, Inforum Center for Leadership and The Heat and Warmth Fund. She is a graduate of Wayne State University and Michigan State University College of Law.

DEBORAH M. ROBERTS, Executive Director. Ms. Roberts has been employed with the State in various positions since 1987. She was appointed Deputy Executive Director of the Authority in 2002, and Executive Director in 2006. Ms. Roberts holds a Bachelor of Science in Business Administration degree from Central Michigan University and is a registered certified public accountant.
