EXECUTIVE DIRECTIVE No.2003-10
TO: Department Directors and Autonomous Agency Heads
FROM Governor Jennifer M. Granholm
SUBJECT: Reduction in Energy Use
While this administration is firmly committed to preserving the State of Michigan's economic resources and regularly examining the state's assets and expenditures, the necessity for fiscal responsibility is particularly acute now, due to the state's budget crisis. Current budgetary conditions warrant an examination of the state's use of energy. Accordingly, I direct:
A. Until this Directive is rescinded or superseded, each department director and autonomous agency head, in coordination with the Department of Management and Budget, shall implement a plan to power down non-essential uses of electric power in state buildings and facilities between 9:00 p.m. and 5:30 a.m. Monday through Friday. On weekends, non-essential uses of electric power shall be reduced from 9:00 p.m. on Friday to 5:30 a.m. on Monday. Weekend restrictions on power usage shall also apply on state holidays.
B. The Director of the Department of Management and Budget may grant exceptions to the requirements of Paragraph A, when deemed necessary for the provision of essential services, including but not limited to activities necessary to assure the continued operation of necessary computer systems, and the health, safety, defense, and well-being of Michigan residents and visitors.
C. To implement this Directive, departments and autonomous agencies may make minor revisions to electrical systems, with the approval of the Director of the Department of Management and Budget.
D. When possible, the provision of janitorial services should be modified to facilitate implementation of this Directive.
E. Department directors and autonomous agencies shall regularly communicate to state employees the need to turn off electric-powered devices each day at the close of business, including but not limited to task lighting, coffee machines, computers, printers, copiers, and fax machines.
F. This Director of the Department of Management and Budget shall implement this Directive not later than April 1, 2003.
