EXECUTIVE DIRECTIVE No. 2007-15

SUBJECT: Collecting Revenue Payable to the State of Michigan
Given the fiscal crisis currently confronting state government, including pressures on state cash flow, departments and agencies are directed to dedicate increased time and resources to additional efforts aimed at enhancing and expediting the collection of revenue payable to the State of Michigan. Accordingly, I direct:
A. Departments and agencies are directed to take all feasible actions to enhance the collection of amounts owed the State of Michigan for the remainder of this fiscal year ending September 30, 2007.
B. By April 16, 2007, department directors and autonomous agency heads shall report to the State Budget Director, the Director of the Department of Management and Budget, and the Special Monitor for State Purchasing designated under Executive Directive 2007-10 on their plan to maximize department and agency collection efforts using both state employees and outside vendors. The report shall include a description of each contract with an outside vendor providing revenue collection services to the department or agency and activities under that contract during Fiscal Year 2005-2006 and the current fiscal year.
C. If a department or agency administers a contract with an outside vendor that provides for the issuance of a request for proposals and selection of an additional vendor to perform secondary collection services, the report required by this Directive shall include a description of secondary collection efforts. If a department or agency has not implemented secondary collection activity authorized under a current contract, the report shall include a plan to implement secondary collection efforts as soon as feasible, but not later than September 30, 2007.
