WHEREAS, Section 1 of Article V of the Michigan Constitution of 1963 vests the executive power of the State of Michigan in the Governor;
WHEREAS, under Section 8 of Article V of the Michigan Constitution of 1963, each principal department of state government is under the supervision of the Governor unless otherwise provided by the Constitution;
WHEREAS, under Section 8 of Article V of the Michigan Constitution of 1963, the Governor is responsible to take care that the laws be faithfully executed;
WHEREAS, the Department of History, Arts, and Libraries was created as a principal department of state government under Section 3 of the History, Arts, and Libraries Act, 2001 PA 63, MCL 399.703;
WHEREAS, under Section 5 of the History, Arts, and Libraries Act, 2001 PA 63, MCL 399.705, the Department of History, Arts, and Libraries is charged with carrying out powers, duties, functions, and responsibilities as provided in the Act, and as otherwise provided in law;
WHEREAS, in 1954, Governor G. Mennen Williams proclaimed the first week in May as Michigan Week, and he called upon Michigan
residents to pay tribute to the state with appropriate celebrations and programs of praise and thanksgiving;
WHEREAS, each year since 1954, the Michigan governors have issued proclamations declaring that one week in May shall be observed as Michigan Week in celebration of Michigan's rich cultural heritage, tourism, natural resources, educational opportunities, and manufacturing;
WHEREAS, while the Department of History, Arts, and Libraries has informally coordinated all Michigan Week activities since the Department's creation in 2001, it is in the best interests of the State of Michigan to formally designate the Department of History, Arts, and Libraries with the responsibility of sponsoring, managing, coordinating, and planning for the annual observance of Michigan Week;
WHEREAS, formally designating the Department of History, Arts, and Libraries with the responsibility of sponsoring, managing, coordinating, and planning for Michigan Week will increase awareness of Michigan's cultural heritage and assist cultural economic development in this state;
NOW, THEREFORE, I, Jennifer M. Granholm, Governor of the State of Michigan, by virtue of the power and authority vested in the Governor by the Michigan Constitution of 1963 and Michigan law, direct:
I. DEFINITIONS
As used in this Directive:
A. "Department of History, Arts, and Libraries" or "Department" means the principal department of state government created by Section 3 of the History, Arts, and Libraries Act, 2001 PA 63, MCL 399.703.
B. "Michigan Week" means the designated week in May that, since 1954, has been annually proclaimed by the Governor of the State of Michigan to be a time to embrace, explore, and celebrate the rich heritage and unique features of Michigan.
II. ANNUAL OBSERVANCE OF MICHIGAN WEEK
A. The Director of the Department of History, Arts, and Libraries shall coordinate all activities associated with this state's annual observance of Michigan Week, including, but not limited to, sponsoring, managing, coordinating, and planning for Michigan Week. Any related budgeting, procurement, or management functions shall be performed under the direction and supervision of the Director of the Department.
B. The Director of the Department shall, within the constraints of available funding, prepare an annual plan for the observance of Michigan Week for the purpose of all of the following:
1. Encouraging, planning, and developing activities, events, and programs appropriate for the annual observance of Michigan Week.
2. Enlisting the support of private citizens, businesses, nonprofit organizations, and governmental entities in the planning and promotion of the annual observance of Michigan Week.
3. Encouraging private citizens, businesses, nonprofit organizations, and governmental entities to organize and participate in the annual observance of Michigan Week.
4. Allowing the Department to serve as a clearinghouse for the collection and dissemination of information regarding the annual observance of Michigan Week.
5. Developing methods to encourage the donation of things and services of value by public and private entities and persons to promote and support the annual observance of Michigan Week.
6. Identifying any resources or statutory changes necessary to ensure the future viability and success of Michigan Week.
This Directive is effective upon filing.
