TEN-4 DAY IN MICHIGAN!
Governor Gretchen Whitmer proclaimed TEN-4 DAY on October 4, 2025, to raise awareness in Michigan about physical child abuse in children under age four. The day highlights the TEN-4-FACESp screening tool, which helps identify bruising patterns that may signal abuse. It’s a call to protect our youngest and most vulnerable by recognizing early warning signs and taking action.
Welcome to the Office of the Child Advocate!
The Office of the Child Advocate (OCA) is a state agency that works independently to help protect children. Its main job is to listen to and look into complaints about how child welfare agencies are handling cases. Beyond investigating problems, the OCA also suggests improvements to child welfare laws and policies to the Governor, lawmakers, and the Department of Health and Human Services—so that children and families get better support and care.
On December 12, 2023, a new law (Public Act 303 of 2023) officially changed the name of the Office of Children’s Ombudsman to the Office of the Child Advocate (OCA).
Even though the name is different, our mission is still the same: to protect children in the child welfare system and make sure they’re treated fairly.
The OCA looks into concerns when someone believes that the Department of Health and Human Services (DHHS), a private agency that places children, or facilities that care for youth or provide juvenile justice services, may not be following the rules or doing what’s best for the child.

The OCA speaks up for children by working with lawmakers and state leaders to highlight problems in Michigan’s child welfare system. Each year, we share reports with suggestions to help raise awareness and make things better for kids and families.
Michigan’s child welfare system includes many different agencies and organizations that work together to support children and families. This website offers helpful resources to help the public understand how the system works. As part of our investigations, the OCA team can also explain how different parts of the system operate and connect.
The OCA has the power to look into complaints about different parts of Michigan’s child welfare system. This includes Children’s Protective Services (CPS), foster care, adoption services, agencies that place children in homes, group homes, and facilities that care for youth involved in the juvenile justice system.
