USDA and Food Assistance Program (FAP)

The Food Assistance Program (FAP) regulations, as issued by the USDA and Food and Nutrition Service (FNS), must continue to be followed under the EBT Program. The regulations define enrollment procedures and items that may be purchased with food benefits. They remain the same whether a retailer accepts FAP benefits via paper food coupons (from another state) or an EBT card. Questions regarding authorization by FNS or specific FNS regulations may be directed to the appropriate FNS field office for the county in which the store exists.

 

Note: Some clients may still have paper coupons from another state. Please note that the paper coupons have no expiration date and may be accepted by the retailer in accordance with FNS regulations.
