USDA and Food Assistance Program (FAP)

The Food Assistance Program (FAP) regulations, as issued by the U.S. Department of Agriculture and Food and Nutrition Service (FNS), must continue to be followed under the electronic benefit transfer (EBT) program. The regulations define enrollment procedures and items that may be purchased with food benefits. Questions regarding authorization by FNS or specific FNS regulations may be directed to the appropriate FNS field office for the county in which the store exists.

Note: Some clients may still have paper coupons.  Please note that per FNS regulations, paper food stamp coupons have no monetary value nor can they be redeemed at stores effective June 17, 2009.
