SBA Board of Trustees

Present members of the Board of Trustees, and the Executive Director of the Authority are as follows:

PATRICK J. DEVLIN, Chairperson  (Trustee since June 30, 2005; term expires August 21, 2014).  Mr. Devlin is the secretary and treasurer of the Greater Detroit Building & Construction Trades Council.  He had previously been the Business Manager of Sprinkler Fitters Local 704.  Mr. Devlin also serves on the State of Michigan Mechanical Board of Rules, Red Cross Southeast Michigan Chapter, Blue-Cross Blue Shield, Greater Detroit Health Care Coalition and the Detroit Riverfront Conservancy.  Mr. Devlin resides in Livonia with his wife and two children.

EHRLICH J. CRAIN, Vice Chairperson (Trustee since February 14, 2006; term expiring August 21, 2013). Mr. Crain has extensive construction and real estate development experience.  He attended Western Michigan University and is Vice President of Land Planning & Development of Crosswinds Communities a national real estate development firm.  Mr. Crain is a board member of Homes for Black Children, past Chair of the Detroit Regional Chamber National Marketing Committee, Detroit Regional Chamber Leadership Detroit Economic Development Committee Chairman and a Special Director to the Detroit Economic Growth Corporation.  Mr. Crain is a resident of Detroit

CAROL A. WALTERS (Trustee since March 24, 2010; term expires August 21, 2013) Ms. Walters is president of Walters & Associates, Inc., a financial advisory firm that has assisted corporations, non-profits and governmental institutions in managing and organizing complex financial transactions since 1989. Her experience has included advising the State of Michigan on issuance of tax exempt securities, managing ratings for the sale of public debt and raising funds for major development projects. She has previously held posts for the State of Michigan as executive director of the Michigan Municipal Bond Authority, executive director of the Commerce Department's Economic & Community Development offices and director of federal-state relations for the Commerce and Labor Departments. She currently serves as President and Chairperson of the Women's Caring Program, an officer and member of the of the Cranbrook Institute of Science, and a board member of Inforum of Michigan, (formerly Detroit Women's Economic Club) and the Michigan Association of Counties Service Corporation.

MARTY HANSEN MERCER   (Trustee since July 20, 2007; term expires August 21, 2012).  Ms. Mercer was formerly in private law practice specializing in corporate and environmental law. She currently is employed as Corporate Counsel to R.W. Mercer Company, a petroleum and general contracting company.  She is a member of the Michigan Bar Association.  Ms. Mercer is currently serving on the Emeritus Trustee Committee of the Board of Directors of Jackson County Community Foundation.  Ms. Mercer holds a Juris Doctorate from Wayne State University Law School and a Master of Science and Bachelor of Arts from Eastern Michigan University. She resides in Jackson with her husband and one daughter.

DAVID A. TROTT (Trustee since August 30, 2011; term expires August 30, 2015. Mr. Trott is Chairman of Trott & Trott, P.C., recognized as one of the nation's largest law firms handling residential default procedures. He also serves as Chairman and CEO of NDeX, a division of The Dolan Company (NYSE:DM). NDeX provides technology and loss mitigation services to the mortgage industry. In addition, he is the Chairman and CEO of Attorneys Title Agency, one of the nation's largest title insurance agencies; and Chairman of Coldwell Banker Weir Manuel, one of Michigan's largest residential brokerage companies. From 2002 to 2004, Trott served as President of United States Foreclosure Network (USFN) and President of the Default Title Division at First American Financial (NYSE:FAF). He is a frequent speaker and author on mortgage servicing and default law. Trott graduated from the University of Michigan in 1981, after spending a semester at Oxford University, and is a 1985 graduate of Duke University's School of Law. He currently serves on the University of Michigan Advisory Board, On My Own Board, Detroit Country Day School Board of Trustees, The Community House Board, Karmanos Cancer Center Board, and Michigan Chamber of Commerce Board of Trustees (2011). He resides in Birmingham with his wife, two daughters and son.


DEBORAH M. ROBERTS, Executive Director.   Ms. Roberts has been with the State since 1987, and began working with the Department of Technology, Management and Budget in 1997.  She was appointed Deputy Executive Director of the Authority in 2002, and Executive Director in 2006.  Ms. Roberts holds a Bachelor of Science in Business Administration degree from Central Michigan University and is a certified public accountant.
