Governor Granholm Makes Appointments, Reappointments

LANSING – Governor Jennifer M. Granholm today announced the following appointments and reappointments to the State Construction Code Commission, the Michigan Board of Medicine, the Elevator Safety Board, and the State Plumbing Board:

State Construction Code Commission

C. Jack Lewis of North Branch, building inspector and barrier free design technical advisor for the Lapeer Construction Code Authority.  Mr. Lewis is reappointed to represent the general public for a term expiring January 31, 2008.

Nelson C. McMath of Ann Arbor, secretary and treasurer for the Bricklayers & Allied Craftworkers Local 9.  Mr. McMath is reappointed to represent organized labor for a term expiring January 31, 2008.

Sean P. O’Neil of Livonia, staff planner for the White Lake Township Planning Department.  Mr. O’Neil is reappointed to represent the general public for a term expiring January 31, 2008.

The State Construction Code Commission prepares and promulgates the state construction code that governs the construction, use, and occupation of buildings and structure.  The commission is also charged with adding, amending, and rescinding rules to update the code at least once every three years in order to coincide with the national code change cycle.

Michigan Board of Medicine

Theresa L. Fraley of Huntington Woods, private consultant.  Ms. Fraley is appointed to represent the general public for a term expiring December 31, 2009.  She succeeds Thomas Lindsay whose term has expired.

Cheryl Graham Soloman of Detroit, director of marketing with the Detroit/Wayne County Port Authority.  Ms. Soloman is appointed to represent the general public for a term expiring December 31, 2009.  She succeeds Helen Brinkman whose term has expired.

The Michigan Board of Medicine is responsible for the examination and licensing of persons prior to their entry into the practice of allopathic medicine in Michigan.  The board also establishes minimal standards of acceptable practice, assesses penalties for when those standards are not met, and recommends licensure to schools or individuals once the designated exam created by the board is passed.

Elevator Safety Board

Patrick J. Carroll of Brighton, project manager for Otis Elevator Company.  Mr. Carroll is appointed to represent elevator manufacturers for a term expiring July 22, 2007.  He succeeds Ken Moerman who has resigned.

David L. Flint of Fenton, foreman I of the elevator shop with the University of Michigan.  Mr. Flint is appointed to represent elevator owners and lessees for a term expiring July 22, 2007.  He succeeds James Vibbart who has resigned.

Erin C McLogan of Shelby Township, loss control representative with Chubb Insurance Company.  Ms. McLogan is appointed to represent insurance companies that are authorized to insure elevators for a term expiring July 22, 2009.  She succeeds Robert Bunker who has resigned.

Richard A. Egerer of Livonia, business manager and financial secretary with the International Union of Elevator Constructors Local 36.  Mr. Egerer is reappointed to represent elevator contractor unions for a term expiring July 22, 2007.

Steven C. Lindsay of Lansing, lead loss control consultant with Citizens Insurance Company.  Mr. Lindsay is reappointed to represent insurance companies that are authorized to insure elevators for a term expiring July 22, 2007.

Joseph T. McNally of Portage, president of McNally Elevator Company, Inc. Mr. McNally is reappointed to represent elevator manufacturers for a term expiring July 22, 2009.

Andre G. Schirk of Coldwater, executive board member of Michigan State Building and Construction Trades and treasurer of Lansing Building Trades.  Mr. Schirk is reappointed to represent elevator contractor unions for a term expiring July 22, 2009.

George A. Svinicki of Clark Lake, owner and professional engineer for Svinicki Associates/Plans to Go.  Mr. Svinicki is reappointed to represent professional engineers for a term expiring July 22, 2008.

The Elevator Safety Board is responsible for the promulgation of rules, preparation of examinations for journeyman and foreman, and issuance of elevator contractor licenses.

State Plumbing Board

David M. Jones of Ypsilanti, assistant branch manager and estimator/project manager with John E. Green Company.  Mr. Jones is appointed to represent licensed master plumbers securing permits for a term expiring June 30, 2008.  He succeeds John Jacobs who has resigned.

Joseph “Charlie” Swindell of Waterford, president of J.F.’s Plumbing Inc.  Mr. Swindell is reappointed to represent licensed plumbing contractors who hold a masters license for a term expiring June 30, 2008.

The State Plumbing Board makes recommendations regarding the plumbing code rules and licenses plumbers in the state.

These appointments and reappointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.
