Regulatory and Credentialing Section
The Regulatory and Credentialing section of the Michigan State Police, Commercial Vehicle Enforcement Division (MSP/CVED) processes applications for new or expanded operating authority for intrastate for-hire motor carriers. To access the Certificate of Authority registration platform please visit the Intrastate Carrier Authority Registration System (ICARS). The Regulatory and Credentialing section also administers the Unified Carrier Registration (UCR) program for interstate motor carriers in accordance with the UCR Agreement and the policies of the Federal Motor Carrier Safety Administration (FMCSA).
The Regulatory and Credentialing section of MSP/CVED is responsible for insurance and safety regulations of intrastate for-hire motor carriers as well as regulating rate and consumer protection of intrastate motor carriers of household goods. For-hire companies include motor carriers of general freight, towing companies and household good movers. The Public Act to promote safety upon the highways is “The Motor Carrier Act” PA 254 of 1933 as amended.
The Regulatory and Credentialing Section of MSP/CVED also has oversight of the “Carrier by Water Act” PA 246 of 1921, as amended.
Hours of Operation
The Regulatory and Credentialing section office is open from 8 a.m. to noon and 1 p.m. to 5 p.m., Monday through Friday.
Appointments are recommended for those needing section members to review application materials prior to submitting. Walk-Ins without an appointment will be handled based on section availability. Paperwork for submission may be dropped off at the front desk.
Applications are processed in the order in which they are received, section members reviewing paperwork does not expedite the application process. Temporary permits cannot be issued the same day, additional time for verification of required information is required.
