• Child Welfare Philosophy 
This philosophy serves as a guide for all DHS child welfare policy, contracting and payment approaches, inclusive of protective services, foster care, adoption, and juvenile justice.

• Children's Protective Services
In Michigan, the Department of Human Services is responsible for investigating reports of suspected child abuse and neglect. Michigan's Child Protection Law defines child abuse and neglect as harm or threatened harm to a child's health or welfare by a parent, legal guardian or any other person responsible for the child's health or welfare.

• Adult Protective Services
The goal of the Adult Protective Services Program is to assist those persons 18 years or older who have been abused, neglected, or exploited and who are vulnerable and unable to take the necessary steps to correct their situation.

• Children's Services Available
Program services are available for children and families involved in Children's Protective Services. Family and individual counseling, Families First, substance abuse counseling and parenting training are examples of services made available to families in need.

Department of Human Services policies for children's protective services reflect laws of the state of Michigan, enacted by the state Legislature to safeguard children. View the CPS Policy and Procedure Manual.

• Children's Protective Services Statistical Data 
Section 514 of the Department of Human Services Fiscal Year 2008 Appropriations Act (2007 PA 131) and Sections 722.629a and 722.628d (5) & (6) of the Child Protection Law (1975 PA 238) require that DHS provide information on Children's Protective Services (CPS) statistical data and a list of significant CPS policies implemented in the proceeding fiscal year.
