The Certificate of Need (CON) Commission, appointed by the Governor and confirmed by the Senate, is responsible for recommending and approving CON review standards used by the Michigan Department of Community Health CON Section to make decisions on individual CON applications. The Commission also has the authority to make recommendations to revise the list of covered clinical services subject to CON review.

Pursuant to M.C.L. 333.22215, standard advisory committees are appointed by, and report to, the CON Commission.  The committees advise the Commission regarding creation of, or revisions to, the standards. The committees are composed of a two-thirds majority of experts in the subject matter, representatives of health care provider organizations concerned with licensed health facilities or licensed health professions, and representatives of organizations concerned with health care consumers, and the purchasers and payers of health care services.
