The Michigan Department of Military and Veterans Affairs welcomes the opportunity to connect our communities with the mission and capabilities of the Michigan Army and Air National Guard. We are pleased to offer the resources for the American public to request flyovers, military bands, color guards, aviation or vehicle displays and speakers.
Army Rotary Wing Aviation Flyover or Rotary Wing Aviation Display
The DMVA offers aviation support such as Army rotary wing flyovers or rotary wing aviation displays to eligible events from air shows to professional sporting events.
In order to request a rotary wing flyover or rotary wing aviation display, requests should be completed, signed and submitted at least 120 days in advance of the event.
You must thoroughly complete a DD Form 2535. You must have the form:
• Completed and signed by the sponsoring organization
• Certified (and signed) by the event site owner
Vehicle Display and Personnel Support
The DMVA offers armed forces support such as vehicle displays or personnel support to eligible events from car shows to parades to professional sporting events.
In order to request a vehicle display or personnel support, requests should be completed, signed and submitted at least 90 days in advance of the event.
You must thoroughly complete a DD Form 2536. You must have the form:
• Completed and signed by the requesting organization
Military Bands and Color Guards
A variety of musical resources are available from large ceremonial bands to smaller ensembles to marching bands. Musical support includes, but is not limited to, parades, concerts, choral presentations, patriotic openers or presentations and other events where a band or band detachment or component performs.
Community and civic organizations may also request a color guard to provide ceremonial support at eligible events. This traditional formation adds dignity to any military-related activity, parade or civic event by showing respect to our Nation and those who have served.
In order to request a band or color guard, requests should be completed, signed and submitted at least 90 days in advance of the event.
You must thoroughly complete a DD Form 2536. You must have the form:
• Completed and signed by the requesting organization
Speakers Bureau
The DMVA offers the general public the opportunity to hear a Citizen-Soldier or Citizen-Airman speak about their personal experience of proudly serving in the Michigan National Guard. Speakers can speak on a wide range of subjects to include National Guard missions, capabilities, diversity, history and organizational culture.
The DMVA has speakers from the Army and Air National Guard with diverse backgrounds and expertise serving and living across Michigan. The goal of the Speakers Bureau is to inform citizens about the state, federal and global missions of the Michigan National Guard and our specific capabilities as we respond during statewide emergencies to assist civil authorities to protect life and property.
In order to request a speaker, requests should be completed, signed and submitted at least 90 days in advance of the event.
You must thoroughly complete a DD Form 2536. You must include the following information on the form:
• Name of organization
• Name, address, e-mail, phone number of organization's contact person
• Time and place
• Speaker(s) and/or topic(s) desired
• Audience

Is FAA coordination required for U.S. aerial events?
Yes. FAA approval must be obtained for all U.S. aerial events (except aircraft static displays). Once you submit your Form 2535, the State Army Aviation Office will assist with securing FAA approval.

What are some requirements that apply to Army rotary-wing flyovers?1. Event must be of sufficient size and significance to justify the use of Army aircraft and resources.
2. Projected and prior event attendance should be specified along with social media handles for social media accounts.
3. Event sponsors must agree to formally recognize the unit and crewmembers supporting the event.
4. Flyovers will be conducted during daylight hours only; no waivers will be provided.
5. Units will NOT attach or suspend flags, banners, streamers, or external loads from the aircraft during flyover missions.
6. If approved, all aerial demonstration activities will comply with the restrictions listed in AR 95-1, AR 360-1, and the associated DD Form 2535. Aircrews will confirm or modify the restrictions established in the DD Form 2535 with the FAA FSDO, in writing, prior to execution of the flyover.

Do I have to secure aviation assets after receiving approval?
Yes. It is the requestor's responsibility to coordinate actual participation of National Guard flying units once your event has been determined eligible for support. Please email the DMVA Public Affairs Office at krollm2@michigan.gov and copy ng.mi.miarng.list.pao@army.mil to determine whether units are available to support your event after your event has been approved.

Things to keep in mind
Aircraft participation is at no additional cost to the U.S. Government and on a non-interference basis with Department of Defense missions. Therefore, military contingencies and training requirements may preclude event participation at the last minute. Additionally, patriotic events that are free and open to the public and those events designed to enhance Armed Forces recruiting and retention efforts have a higher likelihood of being approved by the Department of Defense. If your event falls within both or either of these categories, please state so on your DD Form 2535 with a detailed explanation.

Where do I send the form?
Requests for Army National Guard aviation assets should be submitted to the State Army Aviation Office 120 days prior to the event.
- For Army rotary-wing aerial events, email your Form DD 2535 to ng.mi.miarng.mbx.aviation-flight-request@army.mil.
Requests for all other events should be submitted to the DMVA Public Affairs Office 90 days prior to the event.
