Governor Granholm Announces Appointments

LANSING - Governor Jennifer M. Granholm today announced the following appointments and reappointments:

Michigan Athletic Trainer Board

Robert J. Baker, M.D., Ph.D., ATC of Kalamazoo, physician program director of the Michigan State University-Kalamazoo Center for Medical Studies, is reappointed to represent physicians licensed under part 170 or 175 of the Public Health Code for a term expiring December 31, 2012.

Ann L. Berry of Canton, co-owner and chief financial officer of Tri-Rehab, Inc., is reappointed to represent athletic trainers for a term expiring December 31, 2013.

Dennis R. Corbin of Kalamazoo, associate athletic director at Western Michigan University, is reappointed to represent athletic trainers for a term expiring December 31, 2013.

Lawrence G. Nassar, D.O. of Holt, associate professor with the Department of Radiology and team physician with the Michigan State University Sports Medicine Clinic, is reappointed to represent physicians licensed under Part 170 or 175 of the Public Health Code for a term expiring December 31, 2013.

The Michigan Athletic Trainer Board was created in the Department of Community Health by MCL 333.17903 as part of the licensing and regulation of athletic trainers in Michigan.

These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Barrier Free Design Board

James F. McGaugh of Lansing, president of ADAPT Consulting, is appointed to represent members of the general public who are also physically limited for a term expiring October 31, 2012.  He succeeds Marvin L. Petty whose term has expired.

Daryl D. Domke of Grand Rapids, counselor of home ownership for Home Ownership Resources and Universal Design consultant, is reappointed to represent wheelchair users for a term expiring October 31, 2012. 

Donald A. Link of Monroe, project engineer with The Mannik and Smith Group, is reappointed to represent professional engineers for a term expiring October 31, 2012.

The Barrier Free Design Board has the responsibility of receiving, reviewing, and processing requests for exceptions to the barrier free design specifications, requiring appropriate equivalent alternatives when exceptions are granted, and receiving, processing, and making recommendations for barrier free design rules.

These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Board of Boiler Rules

Robert D. Hutsell of Dearborn, business manager and secretary-treasurer of the Boilermakers Local 169, is appointed to represent organized labor in the state engaged in the erection, fabrication, installation, operation, or repair of boilers for a term expiring June 30, 2011.  He succeeds Anthony Jacobs who has resigned.

The Board of Boiler Rules is in the Department of Energy, Labor, and Economic Growth and formulates definitions and rules for the safe construction, installation, inspection, and repair of boilers in this state.

This appointment is subject to Article V, Section 6 of the Michigan Constitution of 1963.  It stands confirmed unless disapproved by the Senate within 60 days.

Michigan Board of Cosmetology

Andrea F. Blankinship of Swartz Creek, adjunct associate professor of cosmetology with Mott Community College, is reappointed to represent cosmetologists for a term expiring December 31, 2013.

Edith A. Marshall of Eastpointe, technical cosmetology consultant with Warren Woods Adult Education, is reappointed to represent cosmetologists expiring December 31, 2013.

The Michigan Board of Cosmetology provides for the licensing and regulation of cosmetologists, cosmetology schools, cosmetology instructors, electrologists, and manicurists.

These reappointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Electrical Administrative Board

David A. Williams of Lansing, electrical inspector for Delta Township, is appointed to represent chief electrical inspectors of municipalities for a term expiring August 10, 2012.  He succeeds William Donovan who has resigned.

Mark A. Bauer of Bay City, director of membership development with IBEW Local 692 and current member of the Electrical Administrative Board, is designated to serve as chairperson for a term expiring at the pleasure of the governor.   

The Electrical Administrative Board, in addition to the inspection of wiring and its installation, establishes fees for inspection and appoints inspectors. 

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

State Fire Safety Board

Richard S. Prestage of St. Louis, administrator of Schnepp Health Care Center and current member of the State Fire Safety Board, is designated to serve as chairperson for a term expiring at the pleasure of the governor.  He succeeds Ronald R. Farr who has resigned. 

The State Fire Safety Board has the mission of protecting life and property from fire, smoke, hazardous materials, and fire-related panic in specific types of public facilities throughout the state of Michigan.

This designation is not subject to disapproval by the Michigan Senate.

Michigan Long-Term Care Supports and Services Advisory Commission

Mary M. Ablan of Lansing, executive director of the Area Agencies on Aging Association of Michigan, is appointed to represent the general public for a term expiring December 31, 2013.  She succeeds Charles Williams who has resigned.

Sharon Greene Mack of Dearborn, College of Technology program career coordinator with Eastern Michigan University, is appointed to represent the general public for a term expiring December 31, 2013.  She succeeds Linda Ewing whose term has expired.

Jonathon S. Mead of Escanaba, executive director of UPCAP Services, Inc., is appointed to represent primary or secondary consumers of long-term care supports and services for a term expiring December 31, 2013.  He succeeds Andrew Farmer who has resigned.

Thomas G. Rau of Brighton, CEO and owner of Nexcare Health Systems, LLC, is appointed to represent providers of Medicaid-funded long-term care supports and services for a term expiring December 31, 2013.  He succeeds Jon Reardon who has resigned.

William J. Gutos of Grand Rapids, retired, is reappointed to represent primary or secondary consumers of long-term care supports and services for a term expiring December 31, 2013.

Cynthia A. Viars of Grand Rapids, systems change facilitator with the Disability Advocates of Kent County, is reappointed to represent primary or secondary consumers of long-term care supports and services for a term expiring December 31, 2013.

RoAnne Chaney of East Lansing, current commissioner and health policy coordinator for the Michigan Disability Rights Coalition, is designated to serve as chairperson of the Michigan Long-Term Care Supports and Services Advisory Commission for a term expiring at the pleasure of the governor. 

The Michigan Long-Term Care Supports and Services Advisory Commission serves in an effective and visible consumer advocacy role for improving the quality of, and access to, long-term care supports and services.

These appointments are not subject to disapproval by the Michigan Senate.

Michigan Municipal Bond Authority Board of Trustees

Nancy L. Quarles of Southfield, former state representative, is reappointed to represent residents of this state for a term expiring January 1, 2013.

The Michigan Municipal Bond Authority Board of Trustees provides Michigan local units of government and schools an alternative source of financing for infrastructure projects and low- cost access to the public finance market.

This reappointment is subject to Section 6 of Article V of the Michigan Constitution of 1963.  It stands confirmed unless disapproved by the Michigan Senate within 60 days.

Michigan Board of Nursing Home Administrators

Mina A. Breuker of Twin Lake, executive vice president of residential services for Holland Home, is appointed to represent nursing home administrators for a term expiring June 30, 2013.  She succeeds Samuel Shaheen whose term has expired.

Thomas J. Ensign of Clinton Township, nursing home administrator with Redford Geriatric Village, Inc./Bortz Healthcare Facilities, is appointed to represent nursing home administrators for a term expiring June 30, 2013.  He succeeds Thomas Meyer whose term has expired.

The Board of Nursing Home Administrators provides for the licensure of nursing home administrators and provides penalties for violation of the act.

These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Michigan Board of Physical Therapy

Sean J. Handler of Boyne Falls, Michigan director of spas with Boyne Resorts, is appointed to represent the general public for a term expiring December 31, 2013. He succeeds Sandra Maes whose term has expired.

Mecha L. Crockett of Lansing, president and CEO of Learning Curves and transfer credit degree audit specialist at the University of Detroit Mercy, is reappointed to represent the general public for a term expiring December 31, 2013.

Jill A. Marlan of Mason, director of physical therapy for Physiotherapy Associates of Grand Ledge, is reappointed to represent physical therapists for a term expiring December 31, 2013.

Andrew G. May of Lansing, president and physical therapist for Capitol Area Physical Therapy Associates, Inc., is reappointed to represent physical therapists for a term expiring December 31, 2013.

Ginger Smietana of Paw Paw, agent with the senior division of Banker Life & Casualty, Inc., is appointed to represent the general public for a term expiring December 31, 2013.

The Michigan Board of Physical Therapy provides for the licensure and examination of persons prior to their entry into the practice of physical therapy. 

These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Michigan Board of Respiratory Care

James R. Berry, Jr. of Detroit, medical equipment consultant, is reappointed to represent respiratory therapists for a term expiring December 31, 2013.

John S. Rinck of Eaton Rapids, manager of respiratory therapy with Sparrow Health System, is reappointed to represent respiratory therapists for a term expiring December 31, 2013.

The Michigan Board of Respiratory Care is responsible for overseeing the licensure of respiratory therapists and reviewing and approving rules related to the scope of practice.   

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Self-Insurers' Security Fund, Second Injury Fund, Silicosis, Dust Disease, and Logging Industry Compensation Fund Board of Trustees

Douglas A. Green of Shelby Township, manager of benefits administration with DTE Energy Company, is appointed to represent employers authorized to act as self-insurers for a term expiring April 30, 2012.  He succeeds Susan R. Azar who has resigned.

The Self-Insurers' Security Fund, Second Injury Fund, Silicosis, Dust Disease, and Logging Industry Compensation Fund Board of Trustees oversees the Funds Administration, which is funded by insurers who write workers' compensation policies in the state of Michigan, and employers who self-insure their workers' compensation liability. The board's assessments cover all benefits paid by the Funds Administration and all administrative and litigation costs.  Each of the three funds makes a separate assessment.  The Second Injury Fund and Silicosis, Dust Disease and Logging Industry Compensation Fund assessments are paid by insurance companies and self-insured employers.  The Self-Insurers' Security Fund assessments are made against only private self-insured employers. 

This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963.  It stands confirmed unless disapproved by the Michigan Senate within 60 days.

State Tax Commission  

Robert H. Naftaly, a Democrat of West Bloomfield, member of the former State Tax Commission, is appointed for a term expiring December 27, 2013.  Mr. Naftaly is also designated to serve as chairperson of the commission for a term expiring at the pleasure of the governor. 

Douglas B. Roberts, a Republican of East Lansing, member of the former State Tax Commission, is appointed for a term expiring December 27, 2013.

Barry N. Simon, a Democrat, of Commerce Township, retired city assessor for the city of Southfield, is appointed for a term expiring December 27, 2012.

The State Tax Commission, recently reorganized under Executive Order 2009-51, has general supervision of the administration of property tax laws and renders assistance and gives advice to assessors, as deemed necessary.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Michigan Veterans' Trust Fund Board of Trustees

James R. Pintar of Painesdale, retired, is reappointed to represent Veterans of Foreign Wars of the United States for a term expiring February 25, 2013.

John H. Skinner of Schoolcraft, former state commander of the American Legion, is reappointed to represent the American Legion for a term expiring February 25, 2013.

The Michigan Veterans' Trust Fund Board of Trustees provides for temporary assistance from the earnings of funds to veterans and their dependents for emergency and educational purposes.  The fund also dispenses tuition funding to children of veterans 100 percent disabled or who were killed in service. 

These appointments are not subject to disapproval by the Michigan Senate.

Michigan Board of Veterinary Medicine

Carlene M. Allen of Frederic, director of business and finance with Gaylord Community Schools, is reappointed to represent the general public for a term expiring December 31, 2013. 

Kimlee E. Beattie of East Lansing, senior analyst for Blue Cross Blue Shield of Michigan, is reappointed to represent the general public for a term expiring December 31, 2013. 

Lawrence A. Letsche, D.V.M. of Plymouth, owner of Remrock Farms Veterinary Services, is reappointed to represent veterinarians for a term expiring December 31, 2013. 

The Board of Veterinary Medicine is responsible for the licensure and examination of veterinarians and veterinary technicians.

These reappointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.
