Gov. Rick Snyder makes appointments, reappointments to the Michigan Autism Council

LANSING, Mich. – Gov. Rick Snyder today announced the appointments of Krista Clancy of Commerce Township and Elizabeth Kowal of Ada as well as the reappointments of Colleen Allen of Detroit and Stacie Rulison of St. Johns to the Michigan Autism Council.

The 12-member council was created by the governor in 2012 as an advisory body to the Michigan Department of Health and Human Services on the implementation of the Michigan Autism Spectrum Disorder State Plan. This plan provides comprehensive lifespan support to individuals with ASD and their families through access to information and resources, coordination of services and implementation of evidence-based practices. The Council must update the plan every year.

“These individuals have a diverse background in pediatric care and ASD and I am confident that this knowledge will serve them well on this council," Snyder said.

Appointments:

Clancy is the director of behavioral sciences at the Children’s Hospital of Michigan Autism Center. She holds a bachelor’s degree in psychology and social psychology from Western Michigan University, a master’s degree in clinical behavioral psychology from Eastern Michigan University and doctorate in educational psychology from Wayne State University. Clancy is a Board Certified Behavior Analyst. She will represent state universities and replace R. Wayne Fuqua.

Kowal is section chief of pediatric psychiatry and behavioral medicine for Spectrum Health Medical Group. She is a member of the American Academy of Child and Adolescent Psychiatry and the American Psychiatric Association. Kowal holds a bachelor’s degree in animal science from Michigan State University and a medical degree from Wayne State University. She will represent medical/service centers or health care providers and replace Jane Turner, M.D.

Reappointments:

Allen is president and CEO of Autism Alliance of Michigan. She is the founder and previous director of the Center for Autism and Developmental Disabilities within the Department of Pediatrics at Henry Ford Health System. Allen holds a bachelor’s degree from the University of Michigan, a master’s degree from Boston University and a doctorate from Wayne State University. She will continue to represent non-profit organizations serving those with ASD.

Rulison is a Board Certified Behavior Analyst and an independent autism consultant at Grand Valley State University-Statewide Autism & Resources Training, Michigan Department of Education and Michigan State University. She holds a bachelor of business administration from Northwood University, a master’s degree in business and human resources administration from Central Michigan University, and a master of education from Arizona State University. She will continue to represent individuals with ASD or an individual who is a family member of an individual with ASD.

Members will serve four-year terms expiring Sept. 30, 2020.
