Licensing Determination Flowchart

Use this flowchart as a guide to determine your appropriate level of licensure.  Please contact the Enterprise Licensing Section for direct assistance at 313-456-1501.

 

Are you a person or entity that supplies gaming related goods or services to a casino licensee or supplier licensee? 

Complete a Gaming Supplier License Application and submit to the MGCB with all required disclosures. 

 

 

 

 

Are you a local, state, or federal government agency?

 

Resolution 2021-03 automatically grants an exemption. MGCB does not require the submission of an application. 

 

 

 

Do you provide less than $100,000 worth of nongaming-related goods or services in a 12-month rolling period?

Resolution 2021-03 automatically grants an exemption.  MGCB does not require the submission of an application.

  

 

 

 

Are you one of the following: 

  1. Publicly traded U.S. corporation under the Securities and Exchange Commission, or a wholly owned subsidiary of such a corporation that derives less than 5 percent of annual overall gross revenue from business with the casino licensees.
  2. Person who provides facilities, promotion or advertising and is one of the following:
    1. Media outlet (newspaper, magazine, outdoor advertising business, radio, or television) that derives less than 5 percent of annual overall gross revenue from advertising by casino licensees.
    2. Provider of a facility or host or sponsor of an event that presents advertising on behalf of or promotes a casino licensee, including but not limited to theatres, ballrooms, halls, arenas, parks, stadiums, golf courses, and other entertainment, recreational, and sports facilities locating in Michigan.
    3. Provider of a facility that provides entertainment, recreational, or hospitality services and is a theatre, ballroom, hall arena, park, stadium, golf course, or special-event venue located in Michigan. 
  3. An insurance company licensed or authorized to transact business in Michigan by the Michigan Department of Insurance and Financial Services to the extent that it provides insurance-related services to a casino licensee.
  4. Professional entertainer, sports figure, celebrity engaged to appear at a casino-sponsored special entertainment or promotional event, or agent who does not otherwise provide services on a regular and continuing basis.
  5. Provider of professional legal services.
  6. A Michigan or federally chartered depository financial institution that provides financial-related services. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

You may qualify for a Supplier License Exemption. Review Resolution 2021-03 to verify if the person or entity fits the criteria.

Complete a Supplier License Exemption Application and submit to the MGCB. 

NOTE:  An exemption granted based on the type of good or service provided permits the exempt person to provide only the goods or services encompassed by that exemption. 

 

  

 

 

Are you a Construction Subcontractor as defined by Resolution 2021-03 providing construction services to fulfill a construction contract for a casino licensee?  

 

You may qualify for a Subcontractor Exemption.

Do you provide less than $400,000 worth of nongaming-related goods or services to any one commercial casino in any rolling 12-month period?

 

Complete a Vendor Exemption Application and submit to the MGCB.

 

 

 

 

Complete a Gaming Supplier License Application and submit to the MGCB with all required disclosures.
