Step-By-Step Guide for Occupational Licensees
Potential racing licensees may follow this guide to initiate the State of Michigan horse racing licensing process.
All participants in pari-mutuel horse racing in Michigan must meet standards and criteria set forth in the Horse Racing Law of 1995 and General Rules.
For assistance, please contact the MGCB at its track offices (see below) or via email at horseracing@michigan.gov.
Step 1:
Access and complete the occupational license application and the appropriate license fee.
If you are a first-time licensee in Michigan, you must submit certain documents and identification.
Step 2:
Make necessary copies of completed signed application, ID and documents. Applications are accepted during office hours at the track offices. The documents also may be sent by fax to the track offices, by email to horseracing@michigan.gov or by mail to a Michigan racetrack.
Step 3:
Payment may be made by check (payable to State of Michigan), or by credit card (please contact the track offices for details). Cash is accepted at the MGCB track offices only.
During non-live racing months, please direct inquiries to the Michigan Gaming Control Board Cadillac Place office:
