The Bureau of Tax Policy helps make sure Michigan’s tax laws are applied accurately, fairly, and consistently. This behind-the-scenes bureau develops and coordinates Treasury’s official tax policies, provides written guidance to taxpayers and practitioners, and supports lawmakers by analyzing tax legislation.

The bureau also handles legal and technical work across many areas. It runs the informal conference process for tax disputes, represents Treasury in small claims tax cases, supports litigation with the Attorney General, and reviews appeals of Principal Residence Exemption denials. It also plays a critical role in major property tax appeals.

Tax Technical Services helps make sense of Michigan’s tax laws—ensuring they’re applied fairly, consistently, and in line with legislative intent. As part of the Bureau of Tax Policy, this division responds to complex questions from the public, lawmakers, and Treasury staff.Their work involves reviewing tax legislation, providing technical guidance, and commenting on regulations, legal cases, and Revenue Administrative Bulletins (RABs). They also collaborate with professional groups and external organizations to ensure policies are clearly communicated and understood.

Before a case reaches a hearing, Tax Technical Services often steps in to review and resolve it—efficiently preventing disputes and helping taxpayers find answers. Though their work happens mostly behind the scenes, they play a key role in building trust in Michigan’s tax system.
