Rachael Eubanks entered the world of public finance with a degree in economics and a passion for municipal bonds. She spent 13 years in the private sector at an investment banking firm, where she developed expertise in issuing bonds for governments and public entities across the state.

Shaped by Hard Times

Eubank’s early career overlapped with the recession from 2007–2009, a time that tested Michigan’s finances like never before. Working through that period taught her how to stay flexible, think creatively, and solve tough problems—skills that would define her public service.

Making History in State Government

In January 2019, Governor Gretchen Whitmer appointed Eubanks as Michigan’s 47th State Treasurer—becoming the first woman to hold the position in the state’s 182-year history. With a career built at the intersection of public finance and crisis leadership, she brought private sector expertise and public-sector purpose to one of Michigan’s most complex departments.

 

Steady Leadership Through Crisis

Eubanks stepped into the Treasurer’s role just before another global crisis—the COVID-19 pandemic. She led a team of over 1,300 Treasury employees through the pandemic’s unprecedented economic and operational challenges, ensuring that essential services—like tax processing, student aid, and financial assistance—continued without interruption. Her calm, focused leadership helped maintain public trust during a time of great uncertainty.

A Vision for a Fair and Modern Treasury

Under Eubanks’ leadership, Treasury has focused on transparency, equity, and efficiency. She has worked to modernize financial systems and ensure that Treasury services meet the needs of all Michigan residents.
