OFFICE OF DRUG CONTROL POLICY |
The Office of Drug Control Policy (ODCP) was established by Executive Order 1991-20 and moved to the Michigan Department of Community Health by Executive Order 1996-2. The director of ODCP reports directly to the governor for the purpose of rendering advice and recommendations on programs and laws related to drug-abuse prevention, treatment, and law enforcement.
ODCP seeks to improve the quality of life for Michigan citizens by reducing the use and sale of illegal drugs and drug-related violence. ODCP works in partnership with local agencies to address their individual needs as part of its statewide leadership role. ODCP strives to accomplish its goals through education, prevention, treatment, and law enforcement initiatives.

ODCP is a large multi-facet agency that seeks to address the many issues raised by various forms of addictive behavior that are found within our society and the consequences of those behaviors. The staff of ODCP is comprised of dozens of individuals with expertise in the full range of issues that are present in the field of addiction. It is their mandate to provide statewide leadership to individuals actively engaged in confronting problems in the field, irrespective of where those problems may arise.
The staff of ODCP is assigned to four branches: Treatment, Prevention, Education, and Law Enforcement. In addition, ODCP staff handle Problem Gambling issues as well as Contract Management. A brief description of each follows:
Treatment – Through regional coordinating agencies (CAs), treatment services are provided to clients that include detoxification, inpatient and outpatient care, short and long term residential therapy, and access services for women and families. Opioid treatment medication, including methadone, is provided by opioid treatment programs (OTP). Please click on Treatment to learn more.
Prevention – State and federal funds are used to support and expand the prevention infrastructure in Michigan. We are involved in reducing youth access to tobacco and underage drinking, and providing parenting awareness resources. Please click on Prevention to learn more.
Education – Funds are provided to public schools and local nonprofit community groups for a variety of activities to prevent and reduce alcohol, tobacco, and other drug (ATOD) use and violence. Please click on Education to learn more.
Law Enforcement – A variety of funding streams support criminal justice initiatives aimed at reducing drug use and related violence in Michigan. We are also involved in reducing methamphetamine use and production through the State Methamphetamine Task Force and related funding streams. Please click on Law Enforcement to learn more.
